More than 25,600 retired officials and civil servants have received benefits.

According to the Ministry of Home Affairs, as of June 30, 43,207 people had quit their jobs, of which 25,611 had received subsidies as prescribed.

The Ministry of Home Affairs has just announced that ministries, branches and localities have reviewed and implemented policies and regimes for cadres, civil servants, public employees and armed forces in the process of restructuring the system's apparatus.

According to reports compiled by central and local agencies, as of June 30, there were 57,158 people subject to organizational restructuring, of which 43,207 people had quit their jobs, including retirement and resignation.

Notably, 25,611 people have received money (over 62%), with a total amount of nearly 27,000 billion VND. The above figure does not include police and military forces.

The Ministry of Home Affairs said it will continue to monitor, synthesize, and guide, within its authority, the implementation of the regime and regulations in Decree 178/2024 on policies and regimes for cadres, civil servants, public employees (cadres), workers and armed forces in implementing the organizational arrangement of the political system.

Previously, implementing the policy of streamlining the organizational apparatus in conjunction with streamlining the payroll, restructuring, and improving the quality of the staff as required by the Central Steering Committee, the Ministry of Home Affairs advised the Government to issue Decree 178/2024.

These regimes and policies are strong and outstanding enough to address the regimes and policies for cadres; commune-level cadres and civil servants and people working under labor contracts in the organizational arrangement of the political system.

Next, implementing Notice 75-TB/TW of the Politburo on adjusting the scope and subjects of application of policies and regimes for cadres, civil servants... in the organization and apparatus arrangement of the political system, the Ministry of Home Affairs advised and submitted to the Government to issue Decree 67/2025, supplementing a number of articles of Decree 178/2024.

The Ministry also issued Circular 01/2025 guiding the implementation of policies and regimes for cadres and employees in the implementation of organizational restructuring of the political system; Circular 002/2025 amending and supplementing a number of articles of Circular 01/2025.

At the same time, the Ministry of Home Affairs issued Document 1814 and Document 2034 to ministries and branches, guiding the implementation of Decree 178/2024 (amended by Decree 67/2025).

Based on the above regulations, currently, ministries, branches and localities have reviewed and implemented regimes and policies for cadres and armed forces in the process of restructuring the apparatus of the political system.

After the reorganization, the country will have 34 provinces and cities; 3,321 communes, wards and special zones. It is expected that after the reorganization, the number of provincial and communal officials and civil servants (including the Party, mass organizations and government) will be reduced by 129,220 positions.

Of which, the provincial level will reduce more than 18,440 positions of cadres and civil servants compared to the number of positions assigned by competent authorities in 2022. The commune level (commune, ward, special zone) will reduce more than 110,780 positions of cadres and civil servants compared to the total number of positions at district and commune levels in 2022 due to job placement arrangement, staff streamlining, and retirement according to regulations...

Recently, Deputy Minister of Home Affairs Truong Hai Long signed and issued Official Dispatch 4753 to provincial and municipal Party Committees and People's Committees of centrally-run provinces and cities, regarding resolving difficulties and problems in the process of implementing the two-level local government model.

The main contents include arranging, assigning, and resolving policies and regimes for cadres and employees; arranging headquarters; publicizing and implementing administrative procedures; archiving and documenting.

The Ministry of Home Affairs noted that localities need to handle the situation promptly and effectively to avoid delays, problems, and disunity.

In particular, in case an employee wishes to quit his/her job immediately, the locality can base on the provisions of Decree 178/2024 (amended in Decree 67/2025) and related documents to promptly resolve the regime and policies.
