Supplementing administrative procedures for granting Certificate of Origin of goods, shortening processing time

The time for processing documents has also been significantly shortened: 6 working hours with complete and valid electronic documents, 2 hours with valid paper documents and a maximum of 24 hours if sent by post.

The Ministry of Industry and Trade has just issued Decision No. 1845/QD-BCT on the announcement of newly issued and amended administrative procedures in the field of import and export.

This decision is based on a solid legal foundation, ensuring its legitimacy, consistency, and compliance with international commitments that Vietnam has entered into.

According to this Decision, the list of administrative procedures applicable at both the central and local levels has been reviewed and officially published.

A completely new administrative procedure has been added: the issuance of Certificates of Origin (C/O). C/Os are particularly important documents in exports, helping businesses benefit from preferential tariffs under free trade agreements.

The decision also amends and supplements 35 existing administrative procedures, mainly related to the issuance of Certificates of Origin (C/O) under free trade agreements (FTAs). These procedures include preferential C/O forms such as D, E, AK, CPTPP, RCEP, EUR.1, and specific forms such as ICO for exported coffee and DA59 applicable to goods exported to African markets.

In addition, procedures for reissuing Certificates of Origin (C/O), issuing supporting C/Os, and issuing self-certification approval documents within the ASEAN region have also been adjusted, reflecting the diverse needs of businesses in the context of an increasingly complex and multifaceted global trade environment.

In particular, the procedures for issuing Certificates of Origin (C/O) have been standardized and digitized. Businesses are encouraged to submit applications through the Electronic C/O Management and Issuance System (eCoSys). Processing times have also been significantly shortened: 6 working hours for complete and valid electronic applications, 2 hours for valid paper applications, and a maximum of 24 hours if submitted by mail .
