Over 500 prisoners were granted amnesty, enabling them to reintegrate into the community sooner.

On the morning of June 1st, Thu Duc Prison (Z30D, Ministry of Public Security) in Lam Dong and Xuyen Moc Prison (C10 Department, Ministry of Public Security) simultaneously held ceremonies to announce the President's decision on amnesty for 2026. 536 inmates at these two facilities met the criteria to benefit from the leniency policy of the Party and the State.

Of these, Thu Duc Prison has 395 inmates, including 28 foreign nationals.

Colonel Phan Hong Lam, Superintendent of Thu Duc Prison, congratulated the inmates on receiving the leniency policy of the Party and the State, and expressed his hope that those granted amnesty would cherish the opportunity to rebuild their lives, strive to work and study, and live responsibly towards their families and society.

On behalf of the Central Public Security Party Committee, the leadership of the Ministry of Public Security , and the Ministry of Public Security's Amnesty Steering Committee, Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, affirmed that amnesty is a particularly humane and compassionate policy of the Party and State towards those who have committed crimes but have repented and shown progress in their rehabilitation. According to the President's decision, in 2026, 9,950 prisoners nationwide will be granted early release through amnesty; Thu Duc Prison alone will have 395 prisoners, placing it among the detention facilities with the highest number of amnesties nationwide.

General Le Van Tuyen requested that all levels, sectors, local authorities, businesses, and the community continue to pay attention to and support those granted amnesty in reintegrating into society, creating opportunities for vocational training, employment, and access to loans to stabilize their lives and reduce recidivism. He also expressed his hope that the pardoned prisoners would build upon the results of their rehabilitation, overcome feelings of shame, live and work honestly, and become useful citizens for their families and society.

* Meanwhile, 141 inmates were granted amnesty at Xuyen Moc Prison. The leadership of Xuyen Moc Prison stated that, in accordance with the 2026 amnesty decision of the President and the guidance of the Central Amnesty Advisory Council, the unit has implemented the process of reviewing and recommending amnesty requests promptly, seriously, democratically, objectively, openly, and transparently, ensuring that the correct individuals and conditions are met according to regulations, without any errors or irregularities.

Among the 141 inmates who benefited from the Party and State's leniency policy at Xuyen Moc Prison, the oldest inmate is 71 years old, and the youngest is 19 years old. The longest remaining sentence is 6 years, 9 months, and 22 days, and the shortest is 1 month and 1 day.

Representatives from the People's Procuracy and the People's Court of Ho Chi Minh City presented amnesty certificates to the prisoners.

In particular, the new regulations for this year's review process include important adjustments to ensure rigor and fairness, such as: For those sentenced to life imprisonment whose sentences have been reduced to fixed-term imprisonment, the regulation requires a minimum of 18 quarters of good or excellent rehabilitation ratings; and the mandatory requirement to obtain opinions from the People's Committee and the Police at the commune/ward level where the prisoner resides to thoroughly assess and ensure security, order, and social safety during reintegration.

Speaking at the ceremony, a representative of the leadership of Xuyen Moc Prison emphasized that amnesty is a special lenient policy of the Party and the State, aimed at releasing prisoners early who recognize their crimes, show remorse, actively participate in labor and education, and comply well with the regulations of the detention facility. Amnesty also reflects the beautiful humanitarian tradition of the nation, extending a hand to welcome those who have made mistakes into a new life.

The leaders of Xuyen Moc Prison urged the pardoned inmates to seriously fulfill their signed commitments, comply with local laws and regulations, quickly stabilize their lives, actively engage in labor and production, and become useful citizens for their families and society.

Furthermore, relatives and family members continue to support and encourage those granted amnesty, helping them overcome feelings of shame, stabilize their lives, and reduce the risk of recidivism; local authorities and organizations strengthen coordination in managing, educating , and assisting those granted amnesty; creating favorable conditions for residence registration, issuance of citizen identification cards, expungement of criminal records, access to employment and social security policies, contributing to their early reintegration into the community.

Those granted amnesty return to the welcoming embrace of their loved ones and family.
