On June 1st, Thu Duc Prison (Z30D) of the Ministry of Public Security in Lam Dong province held a ceremony to announce the President's amnesty decision for 2026.

According to Decision No. 751/QD-CTN of the President of the Socialist Republic of Vietnam, 9,950 prisoners serving sentences nationwide are granted amnesty. Of these, Thu Duc Prison has 395 pardoned prisoners, including 28 foreign nationals.

According to Deputy Superintendent Nguyen Kieu Co of Thu Duc Prison, the pardoned prisoners had made progress in their studies and labor. The pardon process was carried out strictly, accurately, openly, and transparently, ensuring democracy. This year's pardon once again affirms and demonstrates the lenient policy of the Party and State and the humanitarian tradition of the Vietnamese people towards convicted criminals who have truly reformed and made progress. At the ceremony, a large number of relatives of the prisoners from many localities came to welcome their loved ones. The pardoned prisoners expressed their determination to reintegrate into the community soon, live and work honestly, and not re-offend. Those prisoners who were not pardoned also expressed their faith in the lenient and humane policy of the Party and State.

Thu Duc Prison, Z30D, is one of the largest prisons in Vietnam's prison system, housing over 10,000 inmates. For many years, Thu Duc Prison has requested sentence reductions and amnesty for thousands of inmates who have shown significant progress in their rehabilitation. The Party and State's policy of granting early release to inmates serving sentences or whose sentences have been temporarily suspended, provided they meet the criteria, is a humane policy of the Vietnamese Party and State. In addition to facilitating the reintegration of pardoned inmates into society, the Party and State require provinces and cities to implement measures and policies to ensure that pardoned inmates (including those granted amnesty and those whose sentences have expired) can return to their places of residence and reintegrate into society as soon as possible.

On June 1st, Detention Center No. 1 and Detention Center No. 2 (Hai Phong City Police) announced the President's amnesty decision for inmates serving sentences at the two detention centers who met the criteria for amnesty in 2026. In this round, Detention Center No. 1 granted amnesty to 20 inmates and reduced sentences to 72 inmates. Detention Center No. 2 granted amnesty to 18 inmates.

At the announcement ceremony, representatives from the Hai Phong City Police and the Hai Phong City People's Procuracy presented the pardons and gifts to the pardoned prisoners. The pardoned prisoners were those who had shown genuine remorse, actively studied and worked, and clearly demonstrated their determination to reform and become honest citizens who are useful to society.

Speaking at the ceremony, Colonel Nguyen Thai Diep, Deputy Head of the Criminal Enforcement Agency, affirmed that the 2026 amnesty further reinforces the lenient policy of the Party and State and the humanitarian tradition of the Vietnamese people towards offenders, encouraging them to repent and reform to become useful members of society. Representatives of the Hai Phong City Police Department requested that the pardoned prisoners quickly stabilize their lives, engage in honest work, actively contribute to their families and society, absolutely refrain from re-offending, and not affect the security and order of their local communities. For those prisoners not yet pardoned, the Hai Phong City Police Department leadership urged them to seriously acknowledge their mistakes, actively study and work towards rehabilitation, strictly abide by the regulations of the detention facility, and proactively mitigate the consequences of their crimes so that they may soon benefit from the lenient policy of the Party and State. The city's police leadership requested that detention centers develop appropriate performance criteria, create opportunities for inmates to learn vocational skills, study law, and participate in rehabilitation labor; and promptly commend individuals with outstanding achievements to motivate them to strive for better results. At the same time, they hoped that Party committees, authorities, organizations, and associations would continue to pay attention to and support those granted amnesty in reintegrating into the community, stabilizing their lives, and reforming themselves.

Representing the pardoned prisoners, Ms. Ha Thi Tuyet, a prisoner at Detention Center No. 2, expressed her joy and excitement at returning to her family, community, and society. Ms. Tuyet also thanked the officers and guards at Detention Center No. 2 for their guidance and support, which enabled the prisoners, and herself in particular, to serve their sentences effectively and for equipping them with the knowledge needed for reintegration into society. Ms. Ha Thi Tuyet pledged that upon returning to her locality, she would strictly abide by the laws and regulations of the local government, actively engage in productive work to stabilize her life, become a useful citizen, and avoid re-offending.
Before returning to reunite with their families, the prisoners had their records reviewed, were issued amnesty certificates, national identity cards, phone SIM cards, new clothes, and travel expenses.

On June 1st, the Tuyen Quang Provincial Police held a ceremony to announce the 2026 amnesty decision of the President of Vietnam for 28 inmates currently serving sentences at Detention Center No. 1 and Detention Center No. 2 who meet the criteria to benefit from the leniency policy of the Party and the State.

At the ceremony, representatives of the Provincial Police announced the President's amnesty decision; and simultaneously completed the necessary procedures for the prisoners to return to their families and localities. Colonel Dao Tuan Hung, Superintendent of Detention Center No. 2 of Tuyen Quang Provincial Police, said that each amnesty decision is not only a recognition of the prisoners' progress in rehabilitation but also opens up opportunities for them to correct their mistakes and rebuild their lives. Therefore, the unit always focuses on education and rehabilitation, helping prisoners improve their awareness and compliance with the law, and preparing the necessary conditions for reintegration into the community.

According to the Tuyen Quang Provincial Police, to ensure that the amnesty process is carried out in accordance with regulations, functional units have coordinated to thoroughly review and assess dossiers, ensuring transparency, fairness, and adherence to criteria. Propaganda and education efforts have also been intensified to raise awareness and responsibility among all levels, sectors, and the public in supporting those granted amnesty to reintegrate into the community. Amnesty is a major policy reflecting the humanitarian and merciful traditions of the Party and State towards those who are truly remorseful. Experience over the years shows that most of those granted amnesty have quickly stabilized their lives, actively engaged in production, and become useful citizens to society, thereby contributing to strengthening faith in the humanistic values ​​of Vietnamese law. The announcement ceremony of the 2026 amnesty decision not only brought joy to the 28 prisoners and their families, but also continued to spread the humane message of Vietnamese law, which is always strict in handling violations but also opens the path to rehabilitation for those who are truly determined to correct their mistakes and become useful members of their families and society.
