In his opening speech, Comrade Nguyen Van Gau, Secretary of the Bac Giang Provincial Party Committee, Head of the Steering Committee for the Project on the arrangement and merger of provincial administrative units, said: With a spirit of urgency, the Standing Committees of the two provinces have proactively developed a Project on the merger of the two provinces. A joint Steering Committee of 24 comrades and 5 joint working groups were established to review and handle issues related to the merger of the provinces. The goal is to strive to complete the Project on the merger of the provinces before April 25 to submit to the Government.

According to the plan, the Project to reorganize Bac Ninh and Bac Giang provinces, after the reorganization, Bac Ninh province (new) has a natural area of ​​4,718.6 km2, a population of over 3.6 million people; There are 99 commune-level administrative units (AUs). The name of the new provincial-level AU is Bac Ninh province; The political and administrative center is located in Bac Giang city, Bac Giang province. Thus, after the merger, Bac Ninh province (new) has an area of ​​30/34 provinces and cities; The population ranks 9th in the country. With many advantages in terms of history, culture, economy, and geographical location, this is a favorable premise for Bac Ninh province to aim to soon become a centrally-run city before 2030.

The draft project on the arrangement of Bac Ninh and Bac Giang provinces consists of 6 parts, clearly stating the political and legal basis and the necessity of arranging provincial-level administrative units; History of formation and current status of provincial-level administrative units; Plan for arranging provincial-level administrative units; Assessment of impacts and organization of implementation of arrangement and merger of administrative unit boundaries; Plan, implementation roadmap and responsibilities of agencies, organizations and units in arranging provincial-level administrative units... Accordingly, the Bac Ninh Provincial Government (new) includes: Provincial People's Council, after the arrangement, there are 3 Committees, 1 Office of the National Assembly Delegation and People's Council; For specialized agencies under the Provincial People's Committee, 28 Departments and specialized agencies under the People's Committee of Bac Ninh province and Bac Giang province will be arranged and merged into 15 Departments and specialized agencies under the People's Committee of Bac Ninh province (new)...

Speaking at the conference, Comrade Nguyen Anh Tuan, Secretary of the Bac Ninh Provincial Party Committee, proposed that, regarding the internal apparatus of the Provincial People's Committee, the Chairman of the Provincial People's Committee will be assigned to preside over, together with the departments and branches of the two localities to agree on a specific plan. For the Newspaper and Radio and Television agencies of the two provinces, the Standing Committees of the two provinces will have a document requesting the Central Steering Committee to develop a project to merge the 4 Newspaper - Radio and Television agencies of the 2 provinces into 1 agency at the time of merging the provinces. For the Provincial Project Management Board (PPMB), it is agreed to keep the 4 provincial-level PPMBs as they are now, and convert the district-level PPMBs into regional PPMBs under the Provincial PPMB. For the Public Administration Center, the model for the whole province (including the provincial and communal levels) will be unified... Concluding the conference, the Head of the Steering Committee, Secretary of the Bac Giang Provincial Party Committee Nguyen Van Gau highly appreciated the enthusiastic and responsible opinions contributing to the project; acknowledged and commended the Department of Home Affairs of the two provinces and the agencies of the two provinces of Bac Ninh - Bac Giang for working day and night, effectively implementing the work, building a quality Project, ensuring progress. The Steering Committee basically agreed on the Plan for arranging agencies, organizations and units when merging the two provinces and the draft Project for arranging provincial-level administrative units according to the report of the Party Committee of the People's Committee of Bac Giang province. Requested the Standing Office of the Steering Committee to receive and discuss the opinions of the delegates to perfect the plan for arranging agencies, organizations and units when merging the two provinces and the draft Project.

To ensure the time and progress of performing tasks in accordance with the direction of the Central Committee, the Steering Committee assigned the Standing Committee of the Steering Committee to regularly discuss and reach consensus when issues arise; Continue to direct the completion of the draft Project to report to the Standing Committee, Executive Committee, and People's Councils of the two provinces before finalizing and sending it to the Central Committee according to regulations.
