On the morning of April 18th, at the Bac Giang Provincial Party Committee, the Steering Committee for the construction of the plan for rearranging and merging provincial-level administrative units held its first meeting to discuss the plan for rearranging agencies, organizations, and units when the two provinces merge, and the draft plan for rearranging provincial-level administrative units. Comrades Nguyen Anh Tuan, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Bac Ninh Provincial Party Committee, and Head of the Bac Ninh Provincial Delegation to the National Assembly; and Nguyen Van Gau, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Bac Giang Provincial Party Committee, presided over the meeting. Also attending were members of the Standing Committee of the Provincial Party Committee; the Standing Committee of the Provincial People's Council; leaders of the Provincial People's Committee; members of the Steering Committees of Bac Ninh and Bac Giang provinces; and leaders of relevant departments and agencies.
Overview of the conference
In his opening remarks, Comrade Nguyen Van Gau, Secretary of the Bac Giang Provincial Party Committee and Head of the Steering Committee for the Project on the Reorganization and Merger of Provincial-Level Administrative Units, stated: With a sense of urgency, the Standing Committees of the two provinces have proactively developed a plan for the merger of the two provinces. A joint Steering Committee consisting of 24 members and 5 joint working groups have been established to review and address issues related to the provincial merger. The goal is to complete the provincial merger plan before April 25th for submission to the Government .
According to the plan for the reorganization of Bac Ninh and Bac Giang provinces, after the reorganization, the (new) Bac Ninh province will have a natural area of 4,718.6 km2 and a population of over 3.6 million people; it will have 99 commune-level administrative units. The new provincial-level administrative unit will be called Bac Ninh province; the political and administrative center will be located in Bac Giang city, Bac Giang province. Thus, after the merger, the (new) Bac Ninh province will have an area ranking 30th out of 34 provinces and cities; and a population ranking 9th nationwide. With many advantages in history, culture, economy, and geographical location, this is a favorable foundation for Bac Ninh province to aim to become a centrally-governed city before 2030.
The draft plan for the reorganization of Bac Ninh and Bac Giang provinces consists of six parts, clearly outlining the political and legal basis and the necessity of reorganizing provincial-level administrative units; the history of formation and current status of provincial-level administrative units; the plan for reorganizing provincial-level administrative units; the assessment of impacts and organization of the implementation of the reorganization and merger of administrative boundaries; the plan, roadmap, and responsibilities of agencies, organizations, and units in the reorganization of provincial-level administrative units… Accordingly, the (new) Bac Ninh Provincial Government will include: the Provincial People's Council, which after reorganization will have 3 Committees and 1 Office of the National Assembly Delegation and the Provincial People's Council; Regarding specialized agencies under the Provincial People's Committee, 28 departments and specialized agencies under the Bac Ninh Provincial People's Committee and the Bac Giang Provincial People's Committee will be reorganized and merged into 15 departments and specialized agencies under the (new) Bac Ninh Provincial People's Committee…
Delegates attending the conference
At the conference, the leaders of Bac Ninh and Bac Giang provinces, as well as the members of the Steering Committee, basically agreed on the well-structured and coherent layout of the Project Proposal. Delegates discussed and contributed opinions on the draft Project Proposal and specific contents such as: the plan for reorganizing the administrative apparatus, assigning cadres, civil servants, public employees, and workers, and addressing policies and regulations, as well as providing facilities and working conditions for officials when implementing the reorganization of provincial-level administrative units; the plan for reorganizing public service units under the Provincial People's Committee; and the central agencies carrying out political tasks in the province…
Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan delivered a speech at the conference.
Speaking at the conference, Comrade Nguyen Anh Tuan, Secretary of the Bac Ninh Provincial Party Committee, proposed that regarding the internal structure of the Provincial People's Committee, the Chairmen of the People's Committees of the two provinces should preside over the process, together with the departments and agencies of the two localities, to agree on a specific plan. For the press and broadcasting agencies of the two provinces, the Standing Committees of the two provinces will submit a document to the Central Steering Committee requesting the development of a plan to merge the four press and broadcasting agencies of the two provinces into one agency at the time of the provincial merger. Regarding the provincial-level Project Management Boards (PMBs), it was agreed to maintain the current four provincial-level PMBs, and to transform the district-level PMBs into regional PMBs under the provincial PMB. For the Public Administration Center, a province-wide model (including provincial and commune levels) was agreed upon… The Secretary of the Bac Ninh Provincial Party Committee also proposed four immediate tasks.

Concluding the conference, Comrade Nguyen Van Gau, Head of the Steering Committee and Secretary of the Bac Giang Provincial Party Committee, highly appreciated the dedicated and responsible contributions to the project; he acknowledged and commended the Departments of Internal Affairs of the two provinces and other agencies of Bac Ninh and Bac Giang provinces for their tireless efforts in implementing the work effectively and developing a high-quality project that meets deadlines. The Steering Committee basically agreed with the plan for arranging agencies, organizations, and units upon the merger of the two provinces and the draft project for rearranging provincial-level administrative units as reported by the Party Committee and People's Committee of Bac Giang province. He requested the Standing Committee of the Steering Committee to incorporate the opinions and discussions of the delegates to finalize the plan for arranging agencies, organizations, and units upon the merger of the two provinces and the draft project.
To ensure timely completion of tasks in accordance with the Central Committee's directives, the Steering Committee assigns its Standing Committee to regularly exchange information and reach consensus on any arising issues; and to continue directing the completion of the draft plan for submission to the Standing Committee, the Executive Committee, and the People's Councils of the two provinces before finalizing and sending it to the Central Committee as prescribed.
