The meeting took place over two days, October 28 and 29, in a hotel ballroom in Malta, hosted by Ukraine in a closed-door format. This was the third such meeting this year, following smaller ones in Jeddah (Saudi Arabia) and Copenhagen (Denmark). The first round of talks in Copenhagen in June had only 15 participants, while the second round in Jeddah in August saw 43 participants.
According to the Associated Press, the discussions also included nuclear security, particularly ensuring the safety of the Zaporizhzhia nuclear power plant and protecting energy infrastructure in the context of the upcoming winter. Food security and humanitarian issues, including prisoner exchanges, were also on the agenda.
Speaking at the meeting, Ukrainian President Volodymyr Zelensky called on countries to support a 10-point peace plan to end the conflict in his country, including calls for the restoration of Ukraine's territorial integrity, the withdrawal of Russian troops, the protection of food and energy supplies, nuclear safety, and the release of all prisoners. According to ABC, Russia, which was not invited to any of the meetings, rejected the initiative, deeming it biased.
No specific list of delegations attended the meeting was available, but officials said the event brought together representatives from Europe, South America, the Arab world, Africa, and Asia. Delegates from the European Union (EU) included Simon Mordue, the European Council's top foreign affairs advisor, and Bjorn Seibert, Chief of Staff to the President of the European Commission.
