On December 6, in Hanoi, the Ministry of Agriculture and Rural Development held a conference to prioritize the use of ODA capital and preferential loans for the Agriculture and Rural Development sector in the period 2026 - 2030. During the 2016-2020 period, the Ministry of Agriculture and Rural Development approved and signed 5 loan programs and projects with a total value of 826 million USD, including 662 million USD in loans. This capital is allocated to the following areas: Irrigation and climate change adaptation; Forestry; Support for the National Target Program for New Rural Areas; Strengthening science, technology and human resource training. In the 2021-2025 period, the main work is to propose and prepare new projects, no loan agreements have been signed yet. The total expected loan capital for new projects under preparation is about 2 billion USD, non-refundable capital is about 58 million USD, counterpart capital is about 478 million USD. Of which, 5 projects have been approved by competent authorities for project proposals with a total loan capital of about 750 million USD. Loan capital is concentrated in partners such as WB, ADB, JICA, KEXIM, non-refundable sources from the Netherlands, Japan, Australia, GCF, GEF, ... The total approved medium-term public investment plan for the period 2021-2025 of ODA capital of the Ministry of Agriculture and Rural Development is about 538 million USD. Most of the ODA loans have been used for investment projects in infrastructure development, supporting production promotion, hunger eradication, poverty reduction, livelihood improvement, climate change response, natural disaster and epidemic prevention, ensuring hygiene, food safety, etc.
The planned public investment plan for new projects using foreign capital in the 2026-2030 period is expected to be about 2.16 billion USD. In order to change the mindset from "agricultural production" to "agricultural economy", focusing on improving value, efficiency and diversification along the value chain in accordance with market requirements. Shifting from single-sector development to multi-sector and multi-sector integration, from "single value" to "integration of multiple values". Orienting "green" development towards ecology, organic, circular, low carbon emissions. Prioritizing investment from ODA loans and preferential loans for the following contents: Rural infrastructure ; irrigation, disaster prevention ; aquaculture: aquaculture, protection of marine resources, environmental sanitation and rural water supply; Forest regeneration, sustainable forest management, reducing emissions from deforestation. Infrastructure serving key agricultural, forestry and fishery value chains associated with green growth and low emissions. Support for high-tech agriculture .
