
At the groundbreaking ceremony for the Social Housing Project in Pho Hien Ward (Hung Yen), Ms. Thai Thi Thanh Hai – Vice Chairman of Vingroup , the investor – informed that this is one of the key projects of Hung Yen province, with a total estimated investment of approximately 7,000 billion VND. The project will be implemented on a land area of approximately 31.5 hectares with a total construction floor area of about 500,000 m2, aiming to concretize the goal of developing 1 million social housing units in the period 2021-2030 according to the Party and State's policy, meeting the housing needs of low-income people, workers, and laborers. The social housing project in Pho Hien Ward is expected to be handed over in 2027 with 25 apartment buildings, meeting the diverse needs of different resident groups, creating conditions for them to settle down and confidently develop their careers in the locality.
“Although it is social housing, the project has a comprehensively planned ‘all-in-one’ amenities system, including schools at all levels, cultural and medical facilities, parks, green spaces, parking lots, and community playgrounds. Every space, no matter how small, aims to improve the quality of life: children have a safe place to play, the elderly have convenient healthcare, and families can enjoy a healthy and sustainable living environment,” Ms. Thai Thi Thanh Hai emphasized.
Speaking at the groundbreaking ceremony, Mr. Pham Quang Ngoc, Chairman of the People's Committee of Hung Yen province, emphasized that the social housing project in Pho Hien ward has profound political , economic, and social significance. The project demonstrates the high determination of the Party Committee, government, and people of Hung Yen province in effectively implementing the Party's major guidelines and the State's policies on social housing development, ensuring social security, and caring for the people's lives. Recognizing the importance of the project, the province has directed relevant departments, agencies, and localities to urgently complete investment procedures in accordance with the law, expedite land clearance, and create favorable conditions for the project's groundbreaking on this politically significant occasion.
To ensure the project is implemented on schedule, with guaranteed quality, safety, and efficiency, the Chairman of the Provincial People's Committee requested the investor to focus resources, organize construction scientifically, and strictly comply with the regulations of the law on investment, construction, land, and environment; paying particular attention to the quality of the project, the implementation schedule, the cost of social housing, ensuring that the beneficiaries are the correct recipients, and maintaining transparency and openness, preventing any negative practices or exploitation of the policy. Relevant departments, agencies, and local authorities should continue to cooperate, provide support, promptly resolve difficulties and obstacles, and strengthen management and supervision to ensure the project is implemented in accordance with the plan and the law.
On the same day, several projects were simultaneously launched in Hung Yen province: the project to build overpasses and ensure traffic safety on the road connecting the Hanoi-Hai Phong Expressway with the Cau Gie-Ninh Binh Expressway; the project to build Cuu An 1 and Cuu An 2 bridges on the road connecting the Hanoi-Hai Phong Expressway with the Cau Gie-Ninh Binh Expressway; and the project to build DT.382C from the intersection with DT.387 to the central axis road of the Southern Urban Area of National Highway 5. Of particular note is the project to build overpasses and ensure traffic safety on the road connecting the Hanoi-Hai Phong Expressway with the Cau Gie-Ninh Binh Expressway, with a total investment of 729 billion VND from the provincial budget. The project passes through the communes of Yen My, Viet Tien, Luong Bang, Nghia Dan, Xuan Truc, Hoang Hoa Tham, and Pho Hien ward. The project belongs to group B, a level II transportation infrastructure project, with a project implementation period from 2025 to 2027.
In the coming period, the province will direct the construction contractor to focus resources, machinery, equipment, and manpower to implement the project decisively and synchronously in all communes and wards where construction sites are available, ensuring the approved progress and technical quality, and to complete the project as soon as possible for effective operation and use.
*Hung Yen province also commenced a social housing project on land within the planned commercial housing development area in Tien Phong ward and Phu Xuan commune (now Tran Hung Dao ward and Thai Binh ward). The project, invested by Machino Phu Xuan Limited Liability Company, is being built on a plot of land nearly 5,000 m2 with a total investment of 389 billion VND, allocated from the 20% land reserve. The project comprises two 15-story buildings, providing approximately 312 social housing units with complete social infrastructure including schools, cultural centers, sports facilities, parks, commercial and service areas, as well as transportation and parking systems.

Strategically located on Ly Bon Street – a vital artery in the center of Thai Binh ward – and adjacent to National Highway 10, the project holds great promise as an attractive commercial hub. Upon completion, the project will provide housing for approximately 766 people, mostly workers, laborers, and low-income earners, helping them to work and settle down with peace of mind.

*In Dien Ha commune (Hung Yen province), the groundbreaking ceremony for the Lynn Times Duyen Hai Commercial, Service and Accommodation Complex Project took place. The project, invested by Onsen Fuji Group, has a scale of 4.8 hectares in phase 1, with a planned expansion to 50 hectares. The total investment for phase 1 is VND 1,000 billion, expected to be completed in Q1/2027. The project will create a complex of commercial centers, services, tourism, hotels, entertainment, food courts, and community amenities meeting high standards, satisfying the increasingly diverse needs of residents, businesses, and tourists. This will be a crucial nucleus for promoting tourism and service development, improving the quality of life for the people, and contributing to sustainable socio-economic development.
