Potential for marine economic development
The East and Southeast of Hung Yen border the East Sea. Although the land area is small, the sea space is about 487 km2 (from 0-6 nautical miles) with a coastline of 54 km, which is a great advantage for developing fisheries, aquaculture and exploiting coastal resources. The whole province currently maintains more than 6,400 hectares of saltwater and brackish water aquaculture; 738 fishing vessels are qualified to operate with a total capacity of 104,058 KW (141,520 CV). In 2024, the aquatic product output will reach 290,069 tons, with a production value of nearly 6,000 billion VND.
Not only has the potential of the sea, Hung Yen also possesses rich mineral and energy resources, with offshore gas reserves of over 10 billion m3 and brown coal reserves of over 30 billion tons. This is an important foundation for the province to develop industries and energy in the future.

The seaport system and maritime transport services are being paid attention to and exploited effectively, and investment in seaports is being implemented according to the Master Plan for the development of Vietnam's seaport system for the period 2021-2030, with a vision to 2050, contributing to the formation of a logistics center connecting service provision. Ports such as Diem Dien and Cua Lan are being invested in and exploited effectively, contributing to connecting industrial centers inside and outside the province, promoting trade of goods.
In the field of tourism and marine services, Hung Yen focuses on building cultural infrastructure, preserving and promoting the value of festivals, relics, cultural spaces, architecture and natural heritage. Tours to experience salt-making villages, eco-tourism in Con Den, Con Vanh, Con Thu are deployed in conjunction with the work of protecting the marine environment, creating attraction for tourists.
The province has established the Tien Hai Wetland Reserve with an area of 12,500 hectares. Coastal forests are managed and protected over 4,200 hectares.

Speaking at the 1st Hung Yen Provincial Party Congress, term 2025-2030, Mr. Nguyen Duc Tai - Director of the Department of Finance - commented: Looking at the reality, the potential of the province's marine economy after the merger is huge. The long coastline, many alluvial flats along the coastal rivers are favorable for the development of aquaculture and fishing.
The strategic location connecting with Quang Ninh, Hai Phong, Nam Dinh and the entire Red River Delta facilitates the development of seaports, logistics centers and maritime services. This is a complementary advantage, opening up a comprehensive direction for a province that is both strong inland and reaching out to the sea.

Transformation from exploiting marine economy
Promoting the potential and advantages of the marine economy, many coastal localities of Hung Yen have been transforming strongly, towards comprehensive and sustainable development. In particular, Nam Cuong and Dong Thuy Anh communes are two typical highlights, clearly demonstrating the orientation of effectively exploiting marine resources associated with economic development, tourism and ecological environment protection.
The nearly 400-hectare mangrove ecosystem of Nam Cuong commune (Hung Yen) plays the role of a "green shield" protecting the coast and adapting to climate change.
Nam Cuong Commune - a new commune established on the basis of merging 4 communes (Nam Thinh, Nam Tien, Nam Chinh and Nam Cuong). The commune currently has 1,463 hectares of aquaculture, 356 fishing vessels, the value of aquatic products reaches over 218 billion VND/year. The mangrove ecosystem is nearly 400 hectares, playing the role of a "green shield" to protect the coast and adapt to climate change.
At the 1st Hung Yen Provincial Party Congress, Mr. Ha Van Tri - Party Secretary, Chairman of Nam Cuong Commune People's Council - emphasized the goal of developing the marine economy in a sustainable direction, effectively exploiting coastal economic zones, developing resort tourism, eco-tourism, and experiential tourism associated with environmental protection and preserving indigenous culture. Encourage and mobilize people to invest in developing aquaculture and seafood exploitation. Strive for the marine economy to become a key industry of the locality by 2030.
Developing resort tourism, eco-tourism, and experiential tourism associated with environmental protection and preserving indigenous culture is the right policy that Hung Yen authorities at all levels are aiming for.
Along with Nam Cuong, Dong Thuy Anh commune is emerging as a new bright spot in terms of infrastructure and investment attraction. Many key traffic projects such as the coastal road, Ninh Binh - Hai Phong expressway (CT08), and river bridges connecting to Hai Phong are being completed. Large-scale projects such as Thuy Tan fishing port, storm shelter area, and Thuy Truong urban area are approved and implemented step by step.
Located in the Thai Binh Economic Zone planning area, with the Ninh Binh – Hai Phong expressway and coastal road passing through, Dong Thuy Anh becomes the “Eastern development corridor” connecting the Northern coastal region. With a large industrial land fund, adjacent to Hai Phong seaport, this locality is strongly attracting investors.
According to Mr. Nguyen Dinh Chung - Standing Deputy Secretary of the Commune Party Committee, in the next term, Dong Thuy Anh will focus on developing services - trade associated with eco-tourism, community tourism; taking advantage of natural advantages, mangrove forests and traditional relics to form unique tourism products.
At the same time, the commune promotes infrastructure investment, rural urbanization, inter-regional traffic connection, promotes internal strength and attracts social resources, striving to become a typical locality in industry, services and eco-tourism of Hung Yen province.

Modern, industrial aquaculture has been and is being implemented in a series of coastal communes of Hung Yen.
New vision for a breakthrough term
The political report of the 1st Hung Yen Provincial Party Congress, term 2025-2030, identified 5 pillars of sustainable economic development, in which the marine economy is considered the focus, aiming to form a multi-sector free economic zone, develop high-tech industry, new energy, logistics, seaports, airports, coastal resort cities and entertainment services.
This will be a gathering place for large corporations and large enterprises playing key roles in global supply chains, closely connected with localities in the region and organized and managed according to a specific mechanism, becoming a new growth pole of the Red River Delta and the North.
From its inherent potential and advantages, Hung Yen has built many highly feasible solutions to develop the marine economy.
And to implement, many solutions have been proposed, including developing the marine economy in a sustainable direction; developing maritime economic sectors, seaports, river ports, dry ports and logistics services associated with the global supply chain and the Red River Delta region. Actively and proactively participating in the linkage in the Northern Coastal Economic Belt (Quang Ninh - Hai Phong - Hung Yen - Ninh Binh). Converting the Coastal Economic Zone into a Free Economic Zone.
Expanding corridors and spaces towards the sea, connecting coastal localities; building the Free Economic Zone to become a sea gateway to the world for the Northern region and the Red River Delta.
Investing in renovating and upgrading maritime routes; planning and constructing airports and deep-water seaports capable of receiving ships of 200,000 tons or more; planning and investing in a multi-modal transport system, high-speed mass transport connecting the Free Economic Zone with national highways, expressways, with Hanoi, localities in the Red River Delta, and centers.
