Instructions on functions and tasks of science and technology agencies at provincial and commune levels

The Ministry of Science and Technology (MOST) has issued Circular No. 10/2025/TT-BKHCN guiding the functions, tasks and powers of specialized agencies under the People's Committees at provincial and commune levels in areas under the state management of the Ministry.

The Circular applies to the Department of Science and Technology of provinces and centrally-run cities, the Department of Culture and Social Affairs at the commune level and public service units under the Department of Science and Technology.

According to regulations, the Department of Science and Technology is a specialized agency advising and assisting the Provincial People's Committee in state management in the fields of scientific research, technology development and innovation; high technology, strategic technology; intellectual property; standards - measurement - quality; radiation safety and radioactive isotopes; post, telecommunications, radio frequencies; IT industry, e-transactions, digital government, digital economy , digital society and digital transformation.

The Department is responsible for guiding the implementation of directions, goals, tasks of science and technology and innovation in the locality; managing research activities and applying technology in economic and technical fields; and at the same time providing professional and technical guidance to the People's Committees at the commune level within the scope of assigned sectors and fields.

In addition, the Department organizes and implements policies to encourage research, application, transfer, decoding and mastering technology; supports organizations and individuals in technological innovation and patent exploitation; coordinates in proposing a list of national science and technology and innovation tasks.

In the field of standards, measurement and quality, the Department of Science and Technology is responsible for participating in the development of local technical regulations, receiving conformity declarations, checking the quality of goods in production, circulation and import, as well as checking product labels, codes and barcodes according to decentralization or authorization.

At the commune level, the Department of Culture and Society is an advisory unit for the People's Committee at the commune level in research, application, technology development, innovation, creative startups; development of science and technology potential; intellectual property; post; IT; digital government; digital economy; digital society; digital transformation and information infrastructure.

The Department is responsible for appraising, licensing, certifying, and supporting the development of organizations and individuals engaged in science and technology activities in the locality; at the same time, building and maintaining a system for storing and reporting information as required by the Commune People's Committee and the Department of Science and Technology. This unit is also responsible for guiding and managing the activities of the Community Digital Technology Team.

For public service units under the Department of Science and Technology, the Center for Application of Science and Technology Advances is assigned the task of researching, transferring technology and providing science and technology services locally.

The Center participates in developing legal documents, programs, plans for application and transfer of scientific and technological advances; carries out research projects, pilot production, training, commercialization of research results and propaganda of policies to encourage technological innovation.

According to the Circular, the Director of the Center will submit to the Director of the Department of Science and Technology to advise competent authorities to specify the functions, tasks and organizational structure of the unit, in accordance with the specific characteristics of local operations./.
