Guidelines for integrating national defense and security education content in primary schools according to Circular 08/2024/TT-BGDDT dated May 15, 2024 of the Ministry of Education and Training .

Integrated content: Education and propaganda on the Party's guidelines and policies, the State's policies and laws on national defense and security.

Specific integrated content for primary school level

- Integrate into subjects and educational activities for each class, according to textbooks selected by the school, suitable to the cognitive ability of students in each locality, focusing on the subjects: Vietnamese; Nature and Society; Ethics; History and Geography; Arts (Music, Fine Arts); Experiential activities.

- General integrated topics from grades 1 to 5: education of love for the homeland, love for peace , love for the socialist Vietnamese Fatherland; national pride, self-respect, gratitude to heroes and martyrs in building and defending the Fatherland; protecting national security, maintaining social order and safety; introducing Vietnam's sovereignty over seas and islands; education of the spirit of solidarity, mutual assistance, helping each other, and a sense of discipline in studying.

Themes integrated into each class

+ Grade 1: educate students about love for the homeland, love for peace, love for the Socialist Republic of Vietnam; introduce some images of the Vietnam People's Army and the Vietnam People's Public Security; some historical relics of the locality.

+ Grade 2: educate students about the spirit of national solidarity, the sacrifices of revolutionary soldiers in the resistance war against French colonialism and American imperialism; introduce some images of officers and soldiers of the Vietnam People's Army and the Vietnam People's Public Security on duty to protect the Fatherland and maintain social order and safety; educate students to love, share, help and protect each other in their studies.

+ Grade 3: education on the nation's tradition of fighting against foreign invaders; introducing brave examples of teenagers, children, and heroic Vietnamese mothers in the cause of national liberation; activities and images of students participating in environmental protection in the locality and school.

+ Grade 4: introduce the administrative map of Vietnam, affirm Vietnam's sovereignty over the Hoang Sa and Truong Sa archipelagos; some songs about Vietnam's seas and islands; educate awareness of compliance with legal regulations on traffic order and safety.

+ Grade 5: Introduce Vietnam's sovereignty and sovereign rights over seas and islands; some images of exploiting aquatic products, seafood and resources to develop socio-economy, ensure national defense and security; brave examples of officers and soldiers of the Vietnam People's Army and the Vietnam People's Public Security in rescue.

Duration of integration

The duration of integrating national defense and security education content into subjects and educational activities is consistent with the general education program and educational plans of primary and secondary schools; ensuring sufficient national defense and security education content that needs to be conveyed, without increasing the duration of subjects and educational activities.

Methods and forms of integration

Based on the objectives and content of the lesson, experience, and practical conditions, teachers integrate national defense and security education content that is inspirational, concise, easy to remember, and easy to understand; promote creativity, and suit the psychological, physiological, age, and cognitive characteristics of students; combine illustrations and artifacts that are appropriate to the objectives and content of the lesson; and increase the application of information technology in integrated teaching and practice.

Integrating national defense and security education content through teaching lessons, teaching topics, experiential activities, career guidance inside and outside the classroom; visiting historical sites, museums, traditional houses, armed forces units; organizing camping, reading, listening, traditional storytelling competitions, and competitions to learn about national defense and security.

Requirements for students

Requirements for qualities: Form and develop in students the qualities of patriotism, humanity, honesty, responsibility, diligence; awareness and responsibility of citizens in building and protecting the socialist Vietnamese Fatherland.

Competency requirements: Form and develop students' abilities of autonomy, self-study; communication and cooperation; creative problem solving through specialized abilities: awareness of national defense and security at a simple level; applying learned knowledge and skills to life.

Specific requirements: Primary school students develop awareness of love for their homeland and country; gratitude to those who have contributed to the revolution and the country; love, care for and look after family members; respect teachers, love and help friends. Practice discipline, solidarity, moral cultivation, serious style in studying, working and daily life. Be aware of orderly living, maintaining hygiene, physical training; voluntarily and strictly follow school rules and regulations of the law.

Facilities and funding: Primary schools fully exploit existing facilities; have plans to invest in and improve facilities, minimum teaching equipment according to regulations, models, tools and necessary learning materials issued by competent authorities; have sufficient documents related to content, knowledge and skills on national defense and security education to implement integration.

Localities and primary schools ensure facilities and other necessary conditions to integrate national defense and security education content using regular school expenditures and other legal funding sources; sponsorships and support from domestic and foreign organizations and individuals according to law provisions; legal financial sources of non-public educational institutions and other relevant agencies, organizations and individuals.

Teachers and reporters

Teachers have knowledge of national defense and security education appropriate to the content of the lesson and subject.

The reporter has knowledge and capacity to teach national defense and security education.

Encourage primary and secondary schools to invite historical witnesses, heroes of the people's armed forces, and typical examples to introduce the traditional history of building and defending the Fatherland.

Circular 08/2024/TT-BGDĐT takes effect from July 1, 2024.
