In the context of science and technology playing an increasingly important role in promoting the development of industries and sectors, becoming a key driver in socio- economic growth, science and technology are also the driving force and key to achieving the nation's net zero goal.

According to Mr. Nguyen Tien Tai, Deputy Director of the Department of Science and Technology for Economic and Technical Sectors, recognizing science and technology as the key to the nation's socio-economic development, the Prime Minister issued Decision No. 569/QD-TTg on the Strategy for the Development of Science, Technology and Innovation until 2030. Accordingly, the Decision clearly outlines the content regarding applied research and mastery of technologies for reducing greenhouse gas emissions; promoting the application and mastery of clean production technologies, environmentally friendly technologies, technologies for treating wastewater, solid waste, hazardous waste, and air emissions; and technologies for recycling waste with features and costs suitable to Vietnam's conditions. Along with this, it emphasizes the development, application, and transfer of advanced technologies and modern equipment for waste recycling, sustainable resource use, and environmental restoration; and technologies for carbon capture and storage in thermal power plants and other carbon-emitting production facilities.
To concretize the assigned tasks, the Ministry of Science and Technology has approved the implementation of national-level science and technology tasks aimed at reducing greenhouse gas emissions and assessing the need for clean, low-carbon technologies. This is the "Research, Application and Development of Energy Technology" program, approved by the Minister of Science and Technology and implemented from July 2022. The program's primary objective is to apply and master advanced technologies and equipment in the exploration, exploitation, production, and efficient use of primary energy sources, clean energy, bioenergy, and renewable energy, contributing to the reduction of greenhouse gas emissions and meeting the national energy development strategy and orientation. In addition, the program's research content includes the research, development, and application of advanced technologies in the exploitation of solar, wind, biomass, hydrogen, and other new forms of energy.
In the program "Research, Application and Development of Advanced Technologies Serving the Environmental Industry," approved by the Minister of Science and Technology and implemented from July 2022, several specific objectives were set. These include the application and development of advanced technologies for waste treatment, recycling, and environmental monitoring suitable to Vietnam's conditions and global trends; and mastering and developing technologies for manufacturing equipment, vehicles, and products for waste treatment and environmental protection to meet domestic and export needs.
The program "Scientific and technological research serving environmental protection, disaster prevention and response to climate change," approved for implementation from June 2022, aims to research, apply, and develop advanced technologies to serve the construction/updating of climate change scenarios, monitoring and assessing impacts on sectors, fields, and localities, and proposing effective technological solutions suitable to Vietnam's conditions.
Mr. Nguyen Tien Tai stated that the Ministry of Science and Technology focuses on seeking partners to implement international cooperation tasks in science and technology according to protocols signed with foreign countries in the field of climate change; at the same time, it encourages, mobilizes, and seeks financial support in the development, application, and transfer of advanced methods, models, and technologies to serve the construction and updating of climate change scenarios, monitoring and evaluating impacts on sectors, fields, and localities, and proposing effective technological solutions, especially for adapting to and mitigating greenhouse gas emissions, suitable to Vietnam's conditions. The Ministry of Science and Technology's partners mainly come from: Denmark, Germany, the Netherlands, Canada, France, South Korea, Japan, etc.
In the coming period, with the task of applying and developing science and technology to reduce greenhouse gas emissions, the Ministry of Science and Technology will continue to prioritize resources to implement tasks in related programs and some tasks commissioned by ministries, sectors, and localities, as well as international cooperation tasks on science and technology to reduce greenhouse gas emissions in important fields such as energy, agriculture, transportation, and construction.
Accordingly, the Ministry focuses on developing green and clean technologies that are environmentally friendly; promoting the application of advanced technologies in the energy transition process such as: green hydrogen co-combustion technology, green ammonia technology; renewable energy technologies, specifically high-efficiency, environmentally friendly solar photovoltaic panels, high-efficiency wind turbines; carbon capture and storage technology…
