Implementing the Resolution of the 14th Provincial Party Congress, term 2020-2025 on the policy of developing livestock (CN) to become a key production sector in the total structure of agriculture and forestry, in recent times, the agricultural sector and localities have focused on synchronously implementing tasks, bringing industrial activities to develop in a safe, effective direction, creating high economic value.

In order for the industry to develop commensurate with its potential, the Department of Agriculture and Environment focuses on reviewing and advising the Provincial People's Committee to issue a Project on developing the industry in a safe, effective and highly economic direction by 2030 in the province, associated with restructuring the agricultural sector and integrating it into the Provincial Planning for the period 2021-2030, with a vision to 2045. Accordingly, strengthening the management of livestock breeds, applying science and technology in breed improvement; developing a veterinary network to control epidemics; promoting propaganda and mobilizing farmers to boldly invest and expand the scale of herd development associated with grass planting. Establishing cooperatives and cooperatives to develop linkage chains in production and consumption of products and building geographical indications and brands for products of livestock with local advantages. Along with that, implementing support policies towards sustainable transformation of biosafety-focused industrial methods, increasing the proportion of industrial production according to farm scale.

The model of industrial linkage according to the value chain has developed quite effectively, many establishments and enterprises have linked with farmers in localities to synchronously implement closed industrial production processes, contributing to increasing output and value of livestock. Typical examples include Bich Huyen goat and sheep slaughterhouse (Phan Rang - Thap Cham City); Le Thi Hoa facility, Phuoc Vinh commune (Ninh Phuoc) linked with hundreds of households raising goats and sheep to supply and organize product purchases, well meeting the consumption needs of markets inside and outside the province. CP Vietnam Livestock Joint Stock Company, Ninh Thuan branch and CJ Vina Agri Company Limited, Nhat Thanh Food Company Limited have linked with people in Ninh Phuoc, Ninh Son, Bac Ai districts to raise over 50,000 animals; The advantage of this form is that the company will be responsible for all costs of feed, vaccination, supervise the implementation of technical processes of the farming households and enjoy profits from care until the chickens are sold, so the possibility of loss is limited, the success rate is high. In addition, in the province, there is also a poultry industry linkage chain such as: The commercial laying hen farming model of Emivest Company in Phuoc Vinh commune (Ninh Phuoc), with a scale of over 120,000 birds and the model of linking meat duck farming between Nguyen Thi Thao business establishment and 80 households in Thanh Hai commune (Phan Rang - Thap Cham city), each household will be provided with 1,000 breeding birds/batch and organized to buy back at market price... According to the assessment, through the linkage form, industrial enterprises have well assumed the role of focal point in organizing production, reasonably regulating market consumption demand, reducing intermediaries, pushing up industrial costs.

In addition, in order to meet the demand for food, with the guidance of the functional sector and local authorities, many industrial farming households have raised their awareness, no longer depending much on natural grasslands but proactively building barns, stockpiling food and drinking water sources. Taking advantage of land in areas around lakes, dams, and along rivers and streams, people have proactively planted grass with an area of ​​about 1,300 hectares; at the same time, stockpiling agricultural by-products, meeting about 45% of the demand for animal feed. More notably, in order to improve the stature of livestock breeds, units under the Department of Agriculture and Environment have also supported a number of localities in implementing measures to crossbreed new breeds, through models such as: Improving the quality of cattle herds by artificial insemination techniques, achieving a conception rate of over 70%; The model uses Brahman bull semen, weighing 22.5kg/head, bringing in higher income than local cows by 1.5-1.7 million VND/head; the method of exchanging goats and male sheep between households to avoid the risk of inbreeding, helping people gradually access new scientific and technical advances, increasing output and product quality.

With practical solutions, up to now, industrial activities in the province have achieved certain results; the scale of industrial farms and households is increasing, with 105 farms applying advanced and high technology. Of which, there are 51 pig farms, 12 poultry farms, 7 sheep farms, 4 goat farms and 31 cow farms, creating a large volume of goods, high productivity, quality and competitiveness. The industrial production value in the period of 2021-2025 increased by an average of 8.06%/year, bringing high economic value and gradually becoming the main production sector in agriculture.

To achieve the goal of 2025, the whole province strives to have a herd of 150,000 cows; 280,000 goats and sheep; 270,000 pigs and 2.6 million poultry, the agricultural sector focuses on planning and stabilizing concentrated farming areas, associated with improving the quality of the herd through breed management, applying science and technology in improving livestock breeds by artificial insemination, using hormones to induce mass estrus and sterilizing small-sized, low-yielding livestock.
