The content of the document states: On May 9, 2025, the Central Organizing Committee issued Plan No. 254-KH/BTCTW on organizing the 10th National Press Award on Party Building (Golden Hammer and Sickle Award) in 2025. In response to the Golden Hammer and Sickle Award organized and launched by the Central Organizing Committee, the Ministry of Culture, Sports and Tourism requests: Heads of agencies and units under the Ministry to thoroughly disseminate and widely disseminate in many forms the Golden Hammer and Sickle Award and the Rules of the 10th Golden Hammer and Sickle Award in 2025, creating a strong response from agencies and units and helping party members, civil servants, public employees, and workers of agencies and units to deeply understand the important position and role of Party building work, attracting more attention from cadres and party members in the political system and the whole society to the work of Party building and building the political system.
Mobilize party members, civil servants, public employees, and workers to actively respond and participate in the contest according to Plan No. 254-KH/BTCTW, dated May 9, 2025 of the Central Organizing Committee (details attached) at agencies and units and have appropriate forms of encouragement, motivation, and rewards.

(3) Continuing to innovate the Party's leadership method for the political system, improving the capacity to organize the implementation of the Party's policies and guidelines, meeting the requirements of the new development period of the country; building working methods and working styles of party committees and organizations associated with perfecting institutions on Party building and political system building. (4) Reflecting the results of creating momentum to accelerate to the finish line early in implementing the Resolution of the 13th National Party Congress, the resolutions of the Party Congresses at all levels for the 2020-2025 term; innovating to create resources and technical facilities to develop the country in the new era. (5) Discovering, praising, and replicating good models, effective practices, and typical examples in implementing regulations on setting examples for cadres and Party members, in conjunction with implementing Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW of the 12th Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle"; further tightening the close relationship between the Party and the People, truly relying on the People to build the Party.
Plan to organize the 10th Golden Hammer and Sickle Award - 2025
For articles published in the Ministry's newspapers, works that deeply explore issues and are 3-5 newspaper or magazine issues in length are encouraged.
The Press Department shall preside over and coordinate with relevant agencies and units to monitor and guide the selection and publication of quality exam papers of individuals and units under the Ministry.
Editors-in-Chief of press agencies under the Ministry: Implement extensive propaganda in many forms about the Golden Hammer and Sickle Award and the Rules of the 10th Golden Hammer and Sickle Award - 2025; proactively develop a plan to respond to the Golden Hammer and Sickle Award, identify the team of journalists, reporters, editors and collaborators of press agencies as the core force in creating participating works; at least each press agency under the Ministry has 05 press works participating in the contest.
Journalists' Association of the Ministry of Culture, Sports and Tourism: Disseminate widely in many forms about the Golden Hammer and Sickle Award and the Rules of the 10th Golden Hammer and Sickle Award - 2025, encourage and assign tasks to the Associations and all members of the Journalists' Association of the Ministry of Culture, Sports and Tourism to actively respond and have works participating in the Award.
Heads of agencies and units are requested to implement, ensure on-time, quality and efficiency, and report the results to the Ministry of Culture, Sports and Tourism through the Propaganda and Mass Mobilization Department of the Party Committee of the Ministry of Culture, Sports and Tourism./.
