Dam Ha District: Determined to achieve breakthroughs in the new year.

The determination to achieve even greater breakthrough growth in all fields has been concretized by Dam Ha district into targets for the entire year of 2025, with a comprehensive implementation plan for each agency, unit, commune, and town.

Create a solid foundation.

With the decisive and consistent involvement in the direction and management of Party committees and authorities at all levels, the economic sector of Dam Ha district in 2024 continued to develop well, shifting its structure in the right direction. The value of production across the three sectors of the locality reached over 9,800 billion VND, an increase of 17.72% compared to 2023. Of which, agricultural, forestry, and fisheries production reached over 3,600 billion VND, an increase of 14.08% compared to 2023; industrial, handicraft, and basic construction production reached nearly 3,000 billion VND, an increase of 17.23% compared to 2023; Production, trade, and services reached nearly 3,200 billion VND, an increase of 12.69% compared to 2023. During the year, the number of visitors to the district reached 52,800, achieving 114.8% of the annual plan.

The economic landscape of Dam Ha district also highlights positive aspects, including an improved investment and business environment, and active and impactful implementation of foreign relations, investment promotion, and business support activities. Last year, the district successfully organized the Investment Promotion Conference for the eastern Dam Ha B industrial cluster, with the participation of over 200 businesses, investors, and economic organizations, including more than 50 FDI enterprises from China, South Korea, and Japan. Planning, land use, land clearance, and resource and environmental management continued to be strengthened; political security and social order were ensured. Nineteen new businesses and eight cooperatives were established in the district, exceeding the plan, all operating stably and making positive contributions to the local socio-economic development. The management of district and commune-level budget revenue and expenditure was strict, effective, and corruption was prevented; budget allocation and disbursement were completed on time.

Besides economic growth, Dam Ha district also achieved many important accomplishments in its socio-cultural sector in 2024. The year's theme of "Developing a culture and people rich in Quang Ninh identity" was clearly concretized in many key tasks of the various sectors, localities, the Fatherland Front, and mass organizations at all levels in Dam Ha district. Notable examples include: the "Dam Ha Temple Festival" being recognized as a national intangible cultural heritage; several cultural activities linked to tourism promotion being developed and successfully implemented; the initial implementation of some unique cultural space products; and the effective implementation of the project to develop education and training in ethnic minority areas until 2025, with a vision to 2030...

Typhoon No. 3 (Yagi) caused significant damage in the district, mainly to houses, schools, factories, cultural institutions, and agriculture, with a total value of nearly 838 billion VND. The district promptly implemented social welfare solutions, working alongside the people to overcome post-typhoon damage and quickly resume production. In particular, the district quickly reviewed and assessed applications for agricultural support for households, units, and businesses according to regulations, receiving strong support from the people. By the end of 2024, the entire district had no poor households, with only 68 near-poor households (0.61% of the population); average per capita income reached approximately 4,350 USD.

Be proactive in seizing new opportunities.

Leveraging internal strengths and successfully implementing the tasks set out in the past year has built a solid foundation and opened up many development opportunities for the locality. In 2025, Dam Ha district has chosen the theme for its work as "Focusing on implementing planning; making breakthroughs in economic development, creating momentum for the new term." Regarding socio-economic growth targets, the district identifies the focus as continuing to exploit the potential and advantages of the district to develop high-tech and organic agriculture along the value chain; mobilizing all resources for sustainable development. At the same time, it will continue administrative reform, support businesses, attract investment; maintain and improve the quality of indicators and criteria, and maintain the district's status as an advanced new rural area. Along with that, it will effectively implement social policies; maintain and improve poverty reduction results and the quality of life of the people; and ensure social order and safety...

Regarding the implementation of planning, the district is closely following the revised Dam Ha District Regional Construction Planning until 2040, with a vision to 2050, approved by the Provincial People's Committee (Decision No. 816/QD-UBND, dated March 29, 2023). This is especially true for the management and development of Dam Ha town and the development of commune centers within the district; building an appropriate roadmap to expand the town's boundaries, upgrade its urban status, and improve the quality of infrastructure in neighboring areas.

Based on actual conditions, the district will plan to publicly announce the planning through various forms, creating high consensus and agreement in implementation. Regularly review, adjust, supplement, and create new plans in accordance with the law on planning, ensuring consistency. Along with that, the district will focus on effectively implementing policies to attract investment in various forms, mobilizing public investment capital and non-budgetary capital. Priority will be given to investing in transportation infrastructure, housing projects, urban areas, commercial and service areas, industrial cluster infrastructure, concentrated livestock farming areas, and high-end tourism and resort projects.

The mass sports movement in Dam Ha district is developing vigorously, contributing to improving the quality of life for the people.

By proactively and urgently taking action from the beginning of the year, Dam Ha district is ready for new breakthroughs and successes. This is also the spirit of enthusiastic emulation being simultaneously implemented across all agencies, units, and residential areas, determined to achieve the highest achievements to welcome the Party congresses at all levels for the 2025-2030 term in Dam Ha district.
