The project to renovate and expand National Highway 46, section Vinh - Nam Dan (Nghe An province), has a total length of over 10 km. The project is being developed to the standards of a Class III road in a flat area, comprising 4 lanes, a roadbed width of 21.5m, and a design speed of 80km/h. The project has a total investment of 500 billion VND, using central government budget funds. The Ministry of Construction has assigned Project Management Board 85 as the representative of the investor. The project is expected to be completed by December 31st of this year.

As a vital transportation route connecting Vinh City with Nam Dan District, the expansion project of National Highway 46 not only has significance for infrastructure development but also promotes socio -economic development in the region. However, the project's implementation progress is facing many obstacles.

According to our reporter's observations, after months of construction, the project is currently progressing slowly due to the lack of available land.

The contractor's representative stated that they had to carry out construction while simultaneously "waiting" for the land to be cleared. For the areas where the land has been handed over, the unit has deployed 10 construction teams to work on both the road and the bridge. Due to the high volume of people and vehicles on the route, the unit has also emphasized the importance of ensuring traffic safety while construction is underway.

According to a report from Nam Dan district, the project has so far approved compensation and land clearance plans, paid compensation, and cleared land for 6 out of 10.7 km, reaching 56%. The remaining 4.7 km section passes through residential land and garden land attached to residential land belonging to 542 households. Beyond the agricultural land, the affected households are currently living and doing business along both sides of National Highway 46, thus making land clearance, acquisition, and resettlement time-consuming. Furthermore, changes in the Land Law have led to changes in policies. The project has mainly involved the handover of agricultural land for construction. The prolonged construction is significantly affecting the movement of local residents.

On June 11th, the People's Committee of Nghe An province held a meeting to expedite the progress and resolve difficulties and obstacles in the project to renovate and expand National Highway 46, section Vinh - Nam Dan. Mr. Hoang Phu Hien, Vice Chairman of the People's Committee of Nghe An province, requested relevant units to coordinate with the People's Committee of Nam Dan district to focus on completing the inventory and counting process; accelerate the process of preparing compensation documents for households whose residential land and garden land are not affected; urge and direct the managing units of technical infrastructure projects to carry out relocation according to regulations; and expedite the construction of the resettlement area and complete land allocation to households.

Previously, on May 28th, the People's Committee of Nghe An province also issued a directive to continue urging the acceleration of compensation, support, and resettlement work for the project to renovate and expand National Highway 46, section Vinh - Nam Dan. Accordingly, priority was given to completing the surveying and counting work, approving the compensation plan, and handing over the land to the construction unit to implement the project before June 30th.
