The Provincial Competitiveness Index (PII) will be included for leading provinces and cities.

This is one of the objectives set out in Plan No. 47/KH-UBND on the development of the innovation system and creative startup ecosystem of Dong Nai City in 2026. The plan was signed and issued by Vice Chairman of the People's Committee of Dong Nai City, Le Truong Son, on May 26, 2026.

Specifically, the plan sets out three objectives. First, to strive to make Dong Nai city one of the leading centers for innovation, high-tech industry, digital transformation, and modern digital administration in the Southeast region; contributing to the successful achievement of the rapid and sustainable development goals for the 2026-2030 period. Second, to develop science, technology, and innovation to improve productivity, quality, and competitiveness of businesses, promote industrialization and modernization, prioritizing solutions that contribute to environmental protection, circular economy development, green transformation, and adaptation to climate change. Third, to develop an innovation system and a creative startup ecosystem in Dong Nai city, with citizens and businesses at the center, scientists as key factors, research institutes and universities as research subjects; the State plays a leading role in creating institutions and flexible governance; Aiming to be among the leading provinces and cities in the Local Innovation Index (PII).
