In addition, the pilot program for receiving applications for cadastral map extracts and cadastral surveys at some one-stop service centers in the province has yielded positive results. In reality, there is a great demand from the public for land cadastral map and survey procedures. The process and processing time for these procedures at district-level land registration offices have not been strictly controlled in the past, leading to multiple trips for citizens. To overcome these difficulties, the Chairman of the Provincial People's Committee agreed to pilot the acceptance of applications for cadastral map extracts and cadastral surveys at the Reception and Results Delivery Department of Ca Mau City and the districts of Cai Nuoc, Phu Tan, and Nam Can. Since its implementation (April 1, 2024), the one-stop service centers of the four aforementioned units have received 8,710 applications.
The bright spots
Looking back at the results of administrative reform in general and administrative procedures in particular in 2024, it shows that the awareness and responsibility of agencies, units, officials, and civil servants in performing their tasks have gradually improved. The work of drafting, promulgating, inspecting, and reviewing legal documents has gradually received attention and been carried out in accordance with the law; thereby, the province's system of legal documents has gradually been perfected. The dissemination and education of law have been carried out through many flexible and effective forms, creating widespread dissemination to officials, civil servants, and the people, enabling them to access and learn about the law anytime, anywhere.
In 2024, the Provincial Administrative Reform Inspection Team conducted periodic inspections of 2 provincial-level units, 3 district-level units, and 6 commune-level units, as well as unscheduled inspections of 16 commune-level units. The results showed that most of the inspected units effectively implemented the public disclosure of administrative procedures as prescribed; conducted reviews, assessments, and proposed methods for simplifying administrative procedures; and exceeded the targets set in the province's administrative reform plan for the percentage of applications processed through online public services, the percentage of online payments, and the percentage of digitized results of administrative procedure processing. The application of information technology in resolving administrative procedures in the province has been promoted, with some targets achieved or exceeded compared to the plan, such as: the rate of dossiers resolved through online public services reached 86.23%/80% of the plan; the rate of online payments reached 81.09%/60% of the plan; the rate of digitization of dossiers and results of administrative procedure resolution at the provincial level reached 91.86%/90%; the rate of digitization of dossiers and results of administrative procedure resolution at the district level reached 89.11%/80%, and at the commune level reached 89.07%/75% of the plan.
The province's organizational restructuring has been carried out regularly and decisively; through this restructuring, the province has reduced 11 public service units compared to 2023. At the same time, the functions, tasks, and organizational structures of all administrative organizations and public service units have been issued in accordance with the regulations of central agencies. The development of e-government and digital government has been implemented effectively by many agencies and units; work processes are smooth, efficient, and accurate, contributing to cost and time savings for agencies and units, while better meeting the requirements of organizations and individuals.
Identifying limitations and difficulties, drawing lessons learned, and clearly identifying the causes, in order to further improve administrative reform in 2025 and the following years, it is first necessary to continue to enhance the sense of responsibility of officials and civil servants in performing their duties; strengthen proactiveness, creativity, and initiative in their work; dare to think, dare to act, and dare to take responsibility, in order to create differences and breakthroughs.
Highly appreciating the sense of responsibility of agencies, units, and localities in their efforts and determination to effectively implement tasks and solutions to improve the Provincial Competitiveness Index (PCI); aiming to facilitate businesses and investors in investment, production, and business activities in the province, contributing significantly to the province's socio-economic development, the Chairman of the Provincial People's Committee has issued a document requesting heads of agencies, units, and localities to continue to cooperate and create the most favorable conditions to support businesses and investors in entering the market, accessing information on planning, development support programs, and related preferential policies.
