Connecting the potential of 'golden forests' and 'silver seas'

Lam Dong is not just a plateau and forest; after the merger, it gained nearly 192km of coastline, opening up opportunities for the marine economy to become a new growth engine.

Opening up avenues for marine economic development.

Following the merger, Lam Dong province became the largest locality in the country in terms of area, encompassing forests, plains, and the sea. The connection between the "highlands and vast forests" and the "blue sea and pearl islands" is opening up opportunities for the formation of a new development structure, where the advantages of forests, seas, and islands create further room for growth.

While Lam Dong province was previously primarily associated with forestry, agriculture , and highland tourism, many marine economic sectors are now being included in its long-term development plan. From marine tourism and services, maritime economy, logistics, and fisheries support to industrial aquaculture, seafood processing, and offshore renewable energy, many sectors are considered to have significant potential for further development.

Acquiring more coastal space is not simply about expanding administrative boundaries, but also about creating more opportunities for the province to strengthen regional linkages and reorganize development chains. From production, processing, and trade to services, tourism, and logistics, many sectors are being prioritized for connectivity between the highland region and the coastal and island areas.

The new maritime space also opens up opportunities for many sectors expected to drive growth in the coming period, such as marine tourism and services, maritime economy, industrial parks, coastal economic zones linked to commercial and service urban areas, and new marine economic sectors. Among these, offshore renewable energy and industrial aquaculture are considered to have significant development potential.

The Phu Quy Special Economic Zone is positioned as a key area for the province's marine economic development. With its advantageous seascape, unique natural conditions, and location within a large fishing ground, the area is expected to gradually form a new growth pole linked to tourism, marine services, and the marine and island economy.

Developing guidelines, policies, and mechanisms for the marine economy.

In the new orientation, the marine economy is placed within the requirement of sustainable development, linking economic growth with the protection of marine resources, the environment, and ecosystems. Along with this, the Lam Dong Provincial People's Committee has recently reorganized the Steering Committee for the Implementation of the Sustainable Marine Economic Development Strategy to strengthen coordination among departments, agencies, and localities in the process of implementing tasks related to the marine economy.

The Steering Committee's core mission is to research and propose mechanisms, policies, and solutions to promote sustainable development of the marine economy; and to advise on resolving difficulties and obstacles arising during implementation among sectors and localities. In addition, the Steering Committee will also promote the mobilization of domestic and foreign resources to facilitate the effective implementation of key programs and projects related to the marine economy.

One of the key requirements is to ensure consistency in the implementation of resolutions and decisions of the Central Committee and the Government on marine economic development, avoiding overlapping in management, while strengthening the link between economic development and the protection of the ecological environment and maritime sovereignty.

To support professional activities, the province also established a working group at the Department of Agriculture and Environment. The working group is tasked with advising, compiling, monitoring the implementation situation, and proposing specific solutions to the Steering Committee; it can also mobilize domestic and foreign experts to provide consultation when necessary.

From June 8-10, 2026, Lam Dong province is scheduled to host a workshop on marine economic development in the Phu Quy Special Economic Zone, with the participation of over 160 delegates representing ministries, agencies, research institutes, experts, businesses, investors, and coastal localities. Through this workshop, the province hopes to gather more scientific and practical opinions to refine its marine economic development orientation in this new context.

Many topics will be discussed, including marine and coastal spatial planning, marine tourism and service development, maritime economy, logistics, industrial aquaculture, offshore renewable energy, key marine economic projects, and the development orientation of the Phu Quy Special Economic Zone.

From a region once associated with highlands and forests, Lam Dong is gradually expanding its development towards the open sea. The connection between its "golden forests" and "silver seas" is expected to create new growth opportunities, gradually generating more momentum for the province's growth in the coming period.
