The achievements over the first half of the term demonstrate the unity, effort, and resolute striving of the entire Party Committee of the Provincial Agencies and Enterprises Bloc.

Attending the conference were: Comrade Nguyen Van Triet, Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; Comrade Nguyen Quynh Thien, Provincial Party Committee Member, Vice Chairman of the Provincial People's Committee; leaders of the advisory and support agencies of the Provincial Party Committee; members of the Executive Committee of the Party Committee of the Bloc, members of the Inspection Committee of the Party Committee of the Bloc, and 162 delegates who are secretaries and deputy secretaries of grassroots Party branches and committees under the Party Committee of the Bloc.

Over the past half-term, the Party Committee of the State Agencies and Enterprises Bloc has achieved and exceeded 6 out of 10 resolution targets, with the remaining targets reaching a relatively high level (80% or more). It has focused on directing subordinate Party branches and committees to concretize and effectively implement the province's 6 key tasks and 3 breakthrough tasks. Especially important is the key task of focusing on building a clean and strong Party organization and political system; preventing and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party, in conjunction with implementing the Provincial Party Committee's motto: "Unity, Discipline, Action, Creativity, Breakthrough, Development".

The leadership methods, style, and working practices of Party committees and committee members have been reformed and improved. Party committee and grassroots branch meetings are gradually becoming more organized.

Effective leadership and guidance have fostered a closer working relationship between Party committees and the leadership of agencies, units, and enterprises in carrying out political tasks and Party building work; the majority of grassroots Party organizations have fulfilled the targets and tasks set by their respective sectors and enterprises, contributing to socio-economic development, maintaining national defense and security, political stability, social order and safety, and Party building and the construction of the province's political system.

Political and ideological education has been strengthened. Focus has been placed on innovating methods of organizing the study, understanding, and implementation of Party resolutions; increasing the application of information technology in organizing learning; and seriously organizing political and ideological activities on the content of the works of General Secretary Nguyen Phu Trong.

Effectively direct and implement Central Resolution 4 (11th and 12th Congresses) and Conclusion No. 21-KL/TW, dated October 25, 2021, of the Central Committee (13th Congress) on strengthening Party building and rectification and the political system; resolutely prevent, repel, and strictly handle cadres and Party members who have degenerated in political ideology, morality, and lifestyle, and who exhibit "self-evolution" and "self-transformation," in conjunction with studying and following the thoughts, morality, and style of Ho Chi Minh.

The entire Party Committee has built and effectively maintained 819 models of learning from and following Uncle Ho's example; 100% of cadres, Party members, civil servants, and public employees have registered with their Party branches to implement the plan of learning from and following Uncle Ho's example, linked with commitments to self-cultivation, training, striving, and implementing the model of "those above setting a good example, those below actively following."

Significant results have been achieved in Party organization and building. The successful organization of the 304 Party branch congresses under the grassroots Party committees for the 2022-2025 term has been achieved. Party committee meetings and grassroots Party branch meetings are becoming increasingly systematic. Attention has been paid to leading the work of building and managing the Party member workforce, creating a source for recruiting new Party members exceeding the annual resolution targets. Halfway through the term, 547 out of 700 Party members have been recruited (reaching 78.14% of the resolution target for the entire term).

Delivering a directive speech at the conference, Comrade Lam Minh Dang emphasized: The Standing Committee of the Provincial Party Committee acknowledges and commends the achievements of the Party Committee of the Provincial Agencies and Enterprises Bloc in the past half-term. These results demonstrate the unity, efforts, and resolute striving of the Party Committee of the Agencies and Enterprises Bloc, making a positive contribution to the overall development of the Provincial Party Committee.

For the remaining half of the term, the Executive Committee of the Party Committee of the State Agencies and Enterprises Bloc is requested to focus on leading and directing the effective implementation of the targets and tasks set forth in the Party Congress Resolution. Deeply understanding its role, position, function, tasks, and importance, it should concentrate on directing, inspecting, and supervising the implementation of the province's six key tasks and three breakthrough tasks, in conjunction with the three key tasks of the Party Committee of the State Agencies and Enterprises Bloc.

Strengthening the leadership role and working relationship between Party committees and the leadership of agencies, units, and enterprises in implementing Party building tasks alongside professional, production, and business tasks; coordinating effectively with Party groups, Party committees, and leaders of provincial departments, agencies, and socio-political organizations in carrying out assigned political tasks, especially proactively advising the Provincial Party Committee and the Provincial People's Committee on tasks and solutions to lead, direct, and achieve the socio-economic development goals and targets of the province for the 2020-2025 term.

Strengthening the leadership capacity and fighting strength of grassroots Party organizations and improving the quality of Party members contributes to building an increasingly clean and strong Party organization. Specifically, effectively implementing the "four-good Party branch" and "four-good grassroots Party committee" models. Continuing to promote the building and development of grassroots Party organizations in the non-state sector, especially in foreign-invested enterprises, private enterprises, and non-public service units.

Strengthen leadership and guidance to strictly implement the principle of democratic centralism, maintain discipline, order, and unity within Party committees, branches, and agencies and units. Continue to innovate and improve the effectiveness of evaluating the quality of grassroots Party organizations and Party members, overcoming the tendency towards formalism, favoritism, and avoidance in self-criticism, criticism, evaluation, and ranking of Party members.

Emphasis should be placed on political and ideological education; promptly identifying, commending, rewarding, and replicating exemplary Party members; and simultaneously criticizing and handling Party organizations and members who violate regulations. Corruption and negative practices should be promptly detected and combated starting from the grassroots level.

Focus on leading and directing the timely consolidation and supplementation of Party committees and organizations at all levels to lead political tasks. Continue to effectively review and supplement the planning of Party committees for the 2025-2030 term. Pay attention to training in political theory and professional skills for Party committee members, cadres, and Party members at the grassroots level to improve their skills, knowledge, experience, and mastery of Party work, and to effectively perform assigned tasks.

Thoroughly understand and strictly implement the Party's regulations and the State's laws on the fight against corruption and negative practices in agencies, units, and enterprises, focusing on promoting the responsibility of leaders and effectively implementing preventive measures among cadres, Party members, civil servants, and public employees.

Strengthening the Party's inspection, supervision, and disciplinary enforcement work in the direction of "serious inspection, strict supervision, and rigorous discipline" to tighten discipline and order, truly making it systematic, high-quality, effective, and efficient.

Leaders should focus on building strong political and social organizations within the bloc, actively participate in Party building work, and promote emulation movements to successfully complete the political tasks of the agency and the production and business tasks of the enterprise.

Continue to innovate the leadership methods, working methods, and working styles of Party committees and organizations at all levels to ensure they are substantive, effective, practical, and relevant to reality, meeting the requirements of comprehensive Party leadership.

Reportedly, to date, 100% of grassroots-level Party committees in the province have completed their mid-term review conferences for the 2020-2025 term.
