Crystallizing intelligence, enthusiasm and responsibility, contributing to perfecting documents submitted to the 14th National Party Congress

Through the group discussion session of the 1st National Assembly Party Congress, term 2025 - 2030, most opinions highly appreciated the elaborate, scientific and innovative preparation of the draft documents submitted to the 14th National Party Congress, and at the same time proposed many specific and practical suggestions.

Affirming the correctness and comprehensiveness

Commenting on the draft documents to be submitted to the 14th National Congress of the Party presented by Party Central Committee member, Chairman of the Committee for Culture and Society, Head of the Propaganda and Mass Mobilization Committee of the National Assembly Party Committee Nguyen Dac Vinh at the Congress, many delegates said that integrating three draft reports ( political , socio-economic, Party building) into a unified draft Political Report is completely reasonable, creating consistency and comprehensiveness in direction and administration. The draft Reports have properly reflected the stature of the Congress Documents; comprehensively and objectively assessed the results achieved; frankly acknowledged the shortcomings and limitations, analyzed the causes and drew lessons; clearly identified viewpoints, goals, and strategic orientations for national development in the new era. The key tasks and strategic breakthroughs are highly actionable and consistent; Adhering to the spirit of "brevity, succinctness, easy to understand, easy to remember, easy to implement", it is a "lighting torch" and a handbook of action for the entire Party.

At the group discussion sessions, delegates also proposed many contents to contribute to completing the draft documents in a more comprehensive and in-depth manner. Specifically, the comments agreed with the general assessment and evaluation of the results achieved, limitations and weaknesses in implementing the Resolution of the 13th National Party Congress and lessons learned after 40 years of renovation; at the same time, it was suggested to study and evaluate some contents more deeply:

Regarding Party building and rectification and the political system, it is recommended to study and evaluate more deeply the results of the implementation of the 4th Central Resolutions (terms XI, XII, XIII); the results of the activities of judicial agencies; emphasize and evaluate more fully the outstanding results in the revolution of innovation and reorganization of the political system's apparatus, especially the timely and synchronous amendment and promulgation of political and legal bases so that the new apparatus can operate normally, continuously and smoothly, contributing to paving the way for development creation.

Regarding economic development, implementing three strategic breakthroughs, it is recommended to supplement and further evaluate the results of implementing tasks of science and technology development, digital transformation, and innovation.

Regarding the shortcomings and limitations, some opinions suggested a more complete assessment of the waste and ineffective use of assets in the public sector, slow-progressing investment projects; inadequacies in planning; slow digital transformation, application of science and technology in many fields; trade fraud, anti-counterfeiting, counterfeiting, ensuring food safety and hygiene; environmental pollution; shortcomings and limitations related to cultural activities at the grassroots level, infrastructure and cultural institutions; ensuring fairness in access to education and training; school conditions, teaching equipment; system and quality of higher education, vocational education; challenges and limitations in public health care, preventive medicine, and primary health care. Delegates suggested more appropriate research and assessment of the shortcomings and limitations in perfecting the institutions for building a socialist rule-of-law state.

Take development to stabilize, stabilize to develop

In agreement with the viewpoints and goals of building and developing the country in the new period, many opinions also proposed to research and supplement guiding viewpoints on: green and sustainable development, not trading the environment for growth goals; taking development for stability, stability for development; encouraging outstanding and pioneering development along with inclusive development, leaving no one behind; making breakthroughs to develop science, technology and innovation to become the driving force for development in all fields.

Regarding the main development goals and targets for the 5-year period 2026 - 2030, delegates proposed to continue researching, revising, updating and supplementing a number of important goals and targets on economy, society and environment, especially targets on culture, education and health to ensure consistency with the strategic resolutions of the Politburo that have just been issued.

Opinions basically agreed with the structure and content of the country's development orientations for the 2026-2030 period and suggested continuing to review and update major policies and orientations in new Resolutions issued by the Politburo.

Regarding the continued building and synchronous completion of the country's rapid and sustainable development regime, delegates proposed considering additional content: building and completing institutions for science and technology development and innovation; completing labor, employment, and labor market institutions suitable for the participation of artificial intelligence (AI).

Regarding establishing a new growth model and restructuring the economy, some opinions suggested supplementing and clarifying major orientations so that "the private economy is the most important driving force of the national economy"; adding content on developing and using renewable energy.

Regarding the continued promotion of the building and improvement of the Socialist Republic of Vietnam, there are opinions suggesting reviewing and clearly demonstrating the content of "Continuing to build the National Assembly to truly be the highest representative body of the People, the highest state power body" to ensure consistency with the Constitution. Research and supplement the content on improving the quality and effectiveness of the supervision work of the National Assembly and People's Councils at all levels; continue to promote the role of National Assembly deputies; supplement the innovation of law-making and enforcement work to meet the requirements of national development in the new era. Supplement and clarify the content of continuing to innovate the organization and operating mechanism, improving the quality, effectiveness and efficiency of the State Audit; at the same time, research and separate this content into a separate paragraph.

Opinions agreed on 6 key tasks and 3 strategic breakthroughs, while emphasizing the following contents: overcoming contradictions and overlaps in the legal system; continuing to improve and create institutions to promote development, especially science, technology and innovation; building an effective decentralization and delegation mechanism, in line with the 3-level government model. Restructuring the economy, building a development strategy for sectors and fields to meet the requirements of double-digit growth. Focusing on mobilizing resources to create breakthroughs in developing strategic infrastructure. Developing human resources and high-quality human resources to meet the requirements of the country's new development stage, in which, focusing on building a team of strategic-level cadres, while paying attention to training, educating, attracting and retaining competent cadres at the grassroots level.

Regarding the Action Program to implement the Resolution of the 14th National Congress, many opinions emphasized the need for more specific regulations: clear people, clear work, clear progress, and roadmap, to ensure feasibility and implementation.

In addition to high consensus on major orientations, delegates also proposed reviewing and updating to be consistent with the new resolution of the Politburo, emphasizing the following contents: developing the private economy as an important driving force; developing renewable energy; fundamentally innovating education and training; linking research - application - training in schools and institutes; strongly shifting from treatment to disease prevention; improving the operational efficiency of the National Assembly and the State Audit.

The comments do not just stop at pointing out achievements or limitations, but are all linked to specific, practical and highly feasible solutions. This is the crystallization of intelligence, enthusiasm and responsibility, contributing to the completion of the draft documents to be submitted to the 14th National Party Congress.
