On September 28, Nghe An Provincial Party Secretary Nguyen Duc Trung inspected and directed response work to storm No. 10 (Storm Bualoi) at a number of locations and localities in the area.

By the morning of September 28, the entire province had nearly 2,900 vessels with more than 13,000 seafood fishing workers safely anchored; no more ships were operating in the dangerous area, all fishermen were brought ashore, leaving only the necessary forces on standby. Boats and aquaculture cages were reinforced; households in vulnerable areas were evacuated, fully prepared with medicine, food and provisions.

Directly inspecting a number of localities, Provincial Party Secretary Nguyen Duc Trung highly appreciated the proactiveness of localities in developing plans and arranging forces to evacuate people from dangerous places to safety.

Emphasizing that storm No. 10 moves quickly, is strong in intensity, and has a wide range of influence, the Provincial Party Secretary requested all levels, sectors, and localities to absolutely not be negligent or subjective; strictly implement the direction of the Prime Minister , the Standing Committee of the Provincial Party Committee, and the Provincial People's Committee; closely monitor the developments of storms, floods, and rains; regularly provide information for people to proactively respond; strengthen propaganda and guidance on skills to prevent strong winds, flash floods, and landslides.

Localities are required to focus on evacuating people in dangerous areas; resolutely not letting people stay on boats, rafts, and watchtowers when the storm directly affects them. Proactively prepare forces, vehicles, and materials for rescue, support people in securing houses, reinforcing infrastructure, and protecting headquarters, production, and business establishments. At the same time, it is necessary to fully stockpile food, provisions, and necessities in areas at risk of being isolated by floods and storms, and prevent hunger when storms and floods last long.

"We must respond with the most drastic and proactive spirit, not being passive or surprised, putting the safety of people's lives first and foremost, especially the elderly, children and vulnerable groups," emphasized Provincial Party Secretary Nguyen Duc Trung.
