Many mistakes and consequences due to subjectivity and voluntarism
Subjectivity and voluntarism manifest themselves in many different forms, but are not difficult to identify if we look at each specific content. Except for some competent officials with professional qualifications and pure motives, who proactively propose correct decisions that benefit the country and its people, there are also places where one or a group of people often have ideas that are far from reality. The concept of "new officials, new policies" creates the mindset of some newly appointed officials who are always eager and concerned about the common good, wanting to quickly create their "imprint". They put forward "ideas" that are considered innovative and creative, goals that are considered feasible, but do not foresee the arising disadvantages. There are cases where, for personal gain, they take advantage of the collective name to issue mechanisms that benefit themselves and interest groups. Most of the leaders who committed violations in agencies and localities and were disciplined in the past time mostly had a personal imposing mindset, lacked democracy in management and negative signs arose. This situation has caused many consequences for each agency and locality and affected the effectiveness of socio -economic development in general. In fact, there have been many opposing opinions and frank contributions from subordinates, employees, experts, scientists and public opinion but they were not paid attention to. In the previous decades, the situation of rampant investment took place in a movement-like manner, without taking into account the effectiveness, leading to economic and social failures, and officials were disciplined just because of their willfulness. Many localities massively invested in sugar factories, blast furnace cement plants, steel factories, seaports, etc. but did not take into account the feasibility conditions and different regional characteristics. Twelve electricity and gas projects with tens of thousands of billions of VND invested by the industry and trade sector have not been put into operation and have been "shelved", causing great waste. Many people have arbitrarily controlled and interfered too deeply in public affairs, regardless of criticism, causing many negative consequences that are difficult to overcome in the short term. Major corruption cases have many deep-rooted causes, but the direct cause is the abuse or misuse of power to impose one's will, not complying with principles, and disregarding regulations for personal gain. Looking back at the local level, projects such as the southern children's park, the water music park, the twin towers, etc. have been "shelved" for decades and are still unfinished or unfeasible, which are examples of that thinking. (The Nam Huong River irrigation project invested after 1975 is also a typical example). Modestly learn, seek knowledge, listen to criticism. Resolution of the 4th Central Committee (12th tenure) of the Party pointed out: "Voluntarism, imposition, conservatism, only doing as one pleases, not listening to and accepting reasonable opinions of others". Subjective, voluntaristic, and personal imposition are not only manifestations of selfish, authoritarian, and patriarchal individualism, but also cause suspicion, internal disunity, and hinder the development of agencies, localities, and more broadly, the whole society. Repelling voluntarism in a part of cadres and party members, especially those with positions and power, is an issue that needs to be raised in leadership work. The answer to this issue is not simple if a part of the leadership does not truly have the mindset of seeking knowledge, listening, and responsibility for the common good. In fact, the inspection and supervision work is not maintained and is lax, leading to the situation where leaders do not seriously implement the principle of democratic centralism and the relationship between the collective leadership and the individuals in charge. In essence, it is to promote individual power, underestimate collective leadership, abuse power and power according to personal will. Therefore, a solution that needs to be focused on is to control the power of the head, the person with the authority to issue policies and guidelines, early detection and timely direction of voluntarism that can harm the common interests. This is a priority solution according to the principle of democratic centralism in the Party and the operation of the chief regime in administrative agencies. Each key leader needs to have a progressive spirit to prevent and eliminate in his or her own thoughts, attitudes and actions that affect the laws, reality and general development direction. It is necessary to have a humble attitude, learn, listen and accept the contributions of subordinates and the criticism of experts. In all circumstances, do not let material interests dominate the policies and decisions of the collective, and abandon the ego in personal interests. All decisions are for the people and the country, do not turn yourself into "officials" and then impose power without objectivity. The development trend of science and technology, the level of people's education is improved, leaders must improve their intelligence, self-study, self-train to proactively update new knowledge, and constantly enrich their leadership capacity. Gradually eliminate the illusion of "sleeping" on the glory of the past, the mentality of arrogance, complacency, and self-elimination before the rapid development of social life. The most important thing is not to take advantage of personal will and power in the name of innovation and creativity for personal gain. The will to progress and innovative thinking are factors that create the qualities and mettle of leaders. It will be difficult to rise up without will, effort, innovation and creativity but without thinking based on objective reality and for the common good.
