Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Tri Province NGUYEN DANG QUANG: Demonstrating the spirit of innovation and responsibility

The discussion session on socio -economic issues at this session of the National Assembly was lively, democratic, frank and responsible, demonstrating the spirit of innovation in parliamentary activities. The opinions of the National Assembly deputies were carefully prepared, had solid arguments, were closely linked to the reality of each region and sector, and accurately reflected the thoughts and aspirations of voters. Many deputies clearly pointed out the limitations and inadequacies in the policy implementation process; at the same time, proposed feasible solutions to promote sustainable growth.
The contents that were analyzed in depth included: managing fiscal and monetary policies; accelerating disbursement of public investment capital; perfecting institutions, improving the investment and business environment; improving labor productivity, developing high-quality human resources; digital transformation, innovation and strengthening regional connectivity. Many opinions emphasized the need to ensure harmony between economic growth and progress, social equity, environmental protection and macroeconomic stability.
The speeches were all constructive, reflecting the breath of life and the high responsibility of the delegates to the voters of the whole country. I highly agree with many of the delegates' enthusiastic opinions when suggesting that in addition to continuing to perfect macroeconomic policies and synchronously developing social, cultural, educational , and health sectors, the National Assembly and the Government need to have comprehensive solutions, prioritizing investment in developing key economic zones, strengthening inter-regional connectivity, and harmonious development between regions, contributing to promoting rapid and sustainable growth.
At the same time, the Government needs to invest in upgrading information technology infrastructure for communes, especially remote, border and island areas, to narrow the development gap, improve management efficiency and serve the people... In addition, promote investment in digital transformation infrastructure, train technology skills for officials and civil servants; deploy the "Digital Literacy for All" campaign to help people easily access and use online public services.
It can be said that the discussion session demonstrated the spirit of innovation, intelligence, responsibility and professionalism of the 15th National Assembly - an active National Assembly, for the people and the sustainable development of the country.
Vice Chairwoman of Phu Tho Provincial People's Council NGUYEN THI CAM PHUONG: Prioritize investment in digital infrastructure to effectively implement two-level local government

Following the first day of the National Assembly's discussion on the socio-economic situation, it can be seen that the delegates contributed many enthusiastic and responsible opinions, comprehensively analyzed the achieved results, pointed out the shortcomings and limitations and proposed practical solutions for the development tasks in the coming time. Especially solutions on digital transformation and application of information technology in management and operation.
From local practice, I see that after nearly 4 months of implementing the provincial merger, the work of organizing and rearranging the apparatus has achieved many positive results. The implementation process has been carried out seriously, in accordance with regulations, and has gradually stabilized. The 2-level local government apparatus continues to be improved and operates more and more effectively.
Like many other midland and mountainous provinces, Phu Tho is actively implementing e-government, moving towards digital government. However, the major difficulty now is that information technology infrastructure, data infrastructure and digital capacity at the grassroots level are still limited, not meeting the requirements of the administrative reform process and digital economic development. Therefore, I agree with the National Assembly deputies when recommending that the National Assembly, the Government and central ministries and branches pay attention to allocating investment resources with focus and key points for digital infrastructure, data centers, connection systems, and high-speed transmission lines in localities, especially in mountainous areas.
Along with that, there needs to be mechanisms and policies to support localities in training and fostering a team of cadres and civil servants with capacity in information technology, data management and network security, to ensure effective operation of digital government.
Vice Chairman of Can Tho City People's Council TRAN QUOC VU: Quickly submit to the National Assembly an emergency financial package to help people overcome difficulties

Through following the discussion session, I clearly felt the high sense of responsibility of the representatives of voters nationwide; at the same time, I also saw the receptiveness and seriousness of the Government in preparing reports to submit to the National Assembly.
In the context of the unstable world situation, Vietnam has maintained macroeconomic stability, controlled inflation, maintained growth momentum, ensured social security and people's lives, which is a commendable effort. The import-export market continues to expand, the confidence of businesses and people is strengthened, showing that the National Assembly and the Government have acted in accordance with the spirit that many delegates emphasized: flexibility, courage and determination.
I agree with the comment of National Assembly Deputy Tran Quoc Tuan (Vinh Long) when he compared Vietnam to “a calm sea in the midst of a storm” - a metaphor that accurately reflects the position and governance capacity of the Government in a challenging context. As the delegate said, the growth, export and budget revenue figures are the crystallization of the trust, aspiration and companionship of the people and the business community. That is an important foundation to aim for a GDP growth target of over 10% by 2026 - a high target but with a practical basis.
I also agree with the opinions of the delegates when mentioning the salary policy and living standards of the current staff, civil servants and public employees, especially at the grassroots level. In fact, after the merger of administrative units, many staff have to work further away, take on a larger workload, but their income has not improved, or even decreased due to increased travel and living expenses... affecting their psychology, motivation and work efficiency.
Regarding the issue of improving the quality of life and ensuring the happiness of the people, I shared with delegate Tran Hoang Ngan (Ho Chi Minh City) that it is heartbreaking to see people in many localities having to continuously cope with the effects of natural disasters and floods. Therefore, I agree with the delegate's proposal that the Government soon submit to the National Assembly an emergency financial package to help people overcome this difficulty and have the conditions to rebuild and supplement the infrastructure that has been and is being severely damaged by natural disasters.
I hope that after this discussion session, the National Assembly and the Government will continue to work more closely together in perfecting institutions, continue to have breakthrough decisions and correct policies so that 2026 will truly be a strong start for the country's new development period.
