The socio -economic discussions at this National Assembly session were lively, democratic, frank, and responsible, demonstrating a spirit of innovation in parliamentary activities. The opinions of the National Assembly deputies were well-prepared, well-founded, closely linked to the realities of each region and sector, and accurately reflected the aspirations of the voters. Many deputies clearly pointed out limitations and shortcomings in the implementation of policies; at the same time, they proposed feasible solutions to promote sustainable growth.
The topics analyzed in depth included: fiscal and monetary policy management; accelerating the disbursement of public investment capital; improving institutions and the investment and business environment; increasing labor productivity and developing high-quality human resources; digital transformation, innovation, and strengthening regional linkages. Many opinions emphasized the need to ensure a balance between economic growth and social progress and equity, environmental protection, and macroeconomic stability.
The speeches were all constructive, reflecting the pulse of life and the high sense of responsibility of the delegates to the voters nationwide. I strongly agree with many of the heartfelt opinions of the delegates who suggested that, in addition to continuing to improve macroeconomic policies and developing all aspects of society, culture, education , and health, the National Assembly and the Government need a comprehensive solution, prioritizing investment in key economic regions, strengthening inter-regional connectivity, and promoting harmonious development between regions, thereby contributing to rapid and sustainable growth.
At the same time, the Government needs to invest in upgrading information technology infrastructure at the commune level, especially in remote areas, border regions, and islands, in order to narrow the development gap, improve management efficiency, and better serve the people. In addition, it should promote investment in digital transformation infrastructure, train officials and civil servants in technology skills, and implement the "Digital Literacy Campaign" to help people easily access and use online public services.
It can be said that the discussion session demonstrated the innovative spirit, intelligence, responsibility, and professionalism of the 15th National Assembly - an active National Assembly, working for the people and the sustainable development of the country.

Observing the first day of the National Assembly's discussion on the socio-economic situation, it is evident that delegates contributed many heartfelt and responsible opinions, comprehensively analyzing achievements, pointing out shortcomings and limitations, and proposing practical solutions for future development tasks. Particularly noteworthy were the solutions regarding digital transformation and the application of information technology in management and administration.
From local experience, I have observed that, after nearly four months of implementing the provincial merger, the organizational restructuring has yielded many positive results. The implementation process has been carried out seriously and in accordance with regulations, gradually stabilizing. The two-tiered local government apparatus continues to be strengthened and operates more effectively.
Like many other provinces in the Central Highlands and mountainous regions, Phu Tho is actively implementing e-government, moving towards digital government. However, the major difficulty currently is that the information technology infrastructure, data infrastructure, and digital capacity at the grassroots level are still limited and do not meet the requirements of the administrative reform process and the development of the digital economy. Therefore, I agree with the National Assembly deputies when they propose that the National Assembly, the Government, and central ministries and agencies pay attention to allocating resources for focused and targeted investment in digital infrastructure, data centers, connectivity systems, and high-speed transmission lines in localities, especially in mountainous areas.
In addition, there is a need for mechanisms and policies to support localities in training and developing a team of officials and civil servants with competence in information technology, data management, and cybersecurity, in order to ensure the effective operation of digital government.

Through following the discussion session, I clearly sensed the high sense of responsibility of those representing voters nationwide; at the same time, I also saw the open-mindedness and seriousness of the Government in preparing the reports to be submitted to the National Assembly.
Amidst global instability, Vietnam's efforts to maintain macroeconomic stability, control inflation, sustain growth, and ensure social welfare and people's well-being are commendable. The continued expansion of import and export markets, coupled with strengthened confidence among businesses and the public, demonstrates that the National Assembly and the Government have acted in the right spirit, as many delegates emphasized: flexibility, courage, and decisiveness.
I wholeheartedly agree with the assessment of National Assembly Deputy Tran Quoc Tuan (Vinh Long) when he likened Vietnam to "a calm sea amidst a storm" - a metaphorical image that accurately reflects the position and leadership capabilities of the Government in a challenging context. As the Deputy said, the growth figures, exports, and budget revenue are the culmination of the trust, aspirations, and cooperation of the people and the business community. This is a crucial foundation for achieving the GDP growth target of over 10% by 2026 - a high but realistic goal.
I also strongly agree with the delegates' opinions regarding the current salary and living conditions of officials, civil servants, and public employees, especially at the grassroots level. In reality, after the administrative unit mergers, many officials have to work further away and handle a larger workload, but their income has not improved, or has even decreased due to increased travel and living expenses... affecting their morale, motivation, and work efficiency.
Regarding the issue of improving the quality of life and ensuring the happiness of the people, I share the sentiment of Representative Tran Hoang Ngan (Ho Chi Minh City) that it is truly heartbreaking to see people in many localities constantly struggling with the impacts of natural disasters, storms, and floods. Therefore, I agree with the representative's proposal that the Government should soon submit to the National Assembly an emergency financial package to help people overcome these difficulties and have the conditions to rebuild and supplement infrastructure that has been severely damaged by natural disasters.
I expect that, following this discussion, the National Assembly and the Government will continue to work even more closely together in perfecting institutions, and continue to make groundbreaking decisions and adopt sound policies so that 2026 truly becomes a strong starting point for a new phase of national development.
