Comrade Chau Van Lam, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial Delegation of National Assembly Deputies, attended and directed the session.

Comrades Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council; Pham Thi Minh Xuan, Member of the Standing Committee of the Provincial Party Committee and Standing Vice Chairwoman of the Provincial People's Council; and Le Thi Thanh Tra, Member of the Provincial Party Committee and Vice Chairwoman of the Provincial People's Council, presided over the session.

Attending the session were: Mr. Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Ms. Lo Thi Viet Ha, Standing Member of the National Assembly's Social Affairs Committee, Vice Chairwoman of the Young National Assembly Delegates Group, and a National Assembly delegate of the 15th term from Tuyen Quang province; representatives from the Central Organizing Committee and the Central Party Office; members of the Provincial Party Standing Committee and the Provincial Party Committee; National Assembly delegates from the province; leaders of the Provincial Fatherland Front Committee, departments, agencies, and political and social organizations; and leaders of districts, cities, communes, wards, and towns.

In her opening remarks at the session, Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, provided a general overview of the internal meeting held on the afternoon of July 1st. According to the agenda of the eighth session, the Provincial People's Council will consider and decide on many important issues.

The comrade suggested that delegates attending the session should study and actively participate in discussions on the reports of the Provincial People's Committee, especially regarding the results of implementing socio -economic development tasks and ensuring national defense and security in the first six months of the year, and the direction and tasks for the last six months of 2024; the results of implementing the state budget revenue and local budget expenditure estimates in the first six months of the year, the central government-authorized funds, aid funds, funds allocated through vertical sectors, and local funds managed in the first six months of 2024; and some key tasks and measures for managing state budget revenue and local budget expenditure in the last six months of 2024... At the same time, they should propose solutions to existing problems, difficulties, and obstacles; and promptly resolve and propose solutions to overcome them.

The session will consider, discuss, and approve 32   Resolution. The comrade requested that delegates promote democracy and wisdom, focusing on contributing comprehensive opinions regarding the content, authority, form, order, and procedures for drafting the resolution; focusing on in-depth research and thorough discussion of the draft resolutions on tuition fees for public preschool and general education institutions, the payment rates for those exempted from or receiving tuition fee reductions, and the level of financial support for tuition fees for students at private and non-public educational institutions; and the resolution regulating the prices of medical examination and treatment services not covered by the Health Insurance Fund, excluding on-demand medical examination and treatment services, and the prices of medical examination and treatment services for certain cases in state-owned medical facilities under provincial management. Resolutions approving the number of labor contracts for professional and technical work in accordance with Government Decree No. 111/2022/ND-CP dated December 30, 2022, for public non-business units in the education sector whose recurrent expenditures are guaranteed by the State in Tuyen Quang province for the 2024-2025 school year; draft resolutions on adjusting funding sources for 3 national target programs…

At the session, the Provincial People's Council will consider and decide on personnel matters within its authority: electing two members of the Provincial People's Committee and consolidating the leadership of the Provincial People's Council Committees for the 19th term, 2021-2026. The comrade requested that the Committees of the Provincial People's Council fulfill their roles and responsibilities in reviewing the contents presented at the session, ensuring they are within their authority, comply with legal regulations, are appropriate to the practical situation, meet the aspirations of the people, and demonstrate strong critical analysis.

At the same time, we urge the delegates of the Provincial People's Council to uphold a high sense of responsibility, promote democracy, focus their intellect, thoroughly study the content of the presentations and reports, engage in lively discussions, and contribute heartfelt, insightful, and high-quality opinions so that the decisions of the Provincial People's Council are truly effective, making a significant contribution to the socio-economic development and national defense and security of the province, and meeting the trust and expectations of voters and the people.

The meeting heard a report from Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, on the results of implementing socio-economic development tasks, ensuring national defense and security, and the results of work in the first six months of the year; and the direction, tasks, and solutions for the last six months of 2024.

In the first six months of 2024, the province's economy continued to develop, with the Gross Regional Domestic Product (GRDP) growth rate estimated at 8.84% compared to the same period in 2023 (ranking 6th out of 63 provinces and cities; ranking 2nd out of 14 provinces in the Northern Midlands and Mountains); industrial production value was estimated at VND 11,587.6 billion, an increase of 19% compared to the same period in 2023; agricultural, forestry, and fisheries production value was estimated at VND 4,852.7 billion, an increase of 5.4% compared to the same period in 2023; state budget revenue was estimated at VND 1,930 billion, reaching 50% of the projected target; over 1.86 million tourists were attracted, with total tourism revenue reaching VND 2,271 billion, an increase of 59% compared to the same period. It created jobs for 17,125 workers, achieving 75.9% of the plan...

The province has effectively mobilized and utilized resources to construct many key projects; organized the inauguration ceremony and put into operation the urban development arterial road project from Tuyen Quang city to the center of Yen Son district; Bach Xa bridge (Ham Yen); commenced construction of the Ho Chi Minh road section from Cho Chu to Trung Son intersection; organized the construction of 45 bridges on rural roads; inaugurated and put into operation the Intelligent Operations Center (IOC) system...

At the session, delegates heard reports on: the results of implementing the state budget revenue and local budget expenditure estimates for the first six months of the year, central government-authorized funds, aid funds, funds allocated through vertical sectors, and local funds managed for the first six months of 2024; some key tasks and measures for managing state budget revenue and local budget expenditure for the last six months of 2024; the announcement of the Vietnam Fatherland Front Committee of the province on its activities in participating in government building in the first six months of 2024, and the direction and key tasks for the last six months of 2024; and the verification reports of the Provincial People's Council Committees on the situation of implementing economic development tasks and budget estimates; the situation of implementing cultural and social development tasks, religious policies; the situation of law enforcement, ensuring national defense and security, and social order and safety. The report covers the situation regarding ethnic affairs and the implementation of policies for ethnic minority areas in the province during the first six months of the year, the direction and tasks for the last six months of 2024, and the report of the Standing Committee of the Provincial People's Council on the compilation of voter recommendations before the Eighth Session...

Speaking at the session, Provincial Party Secretary Chau Van Lam acknowledged and praised the very important contributions of the Provincial People's Council, its committees, the provincial People's Council delegates, and the political system to the overall development of the province. He emphasized the limitations and obstacles mentioned in the reports. He also requested that the provincial People's Council delegates focus on objectively analyzing and evaluating, and thoroughly and comprehensively discussing the situation, achievements, limitations, and difficulties in implementing socio-economic targets and ensuring national defense and security; clarifying responsibilities and objective and subjective causes in the implementation process and issues related to mechanisms and policies; forecasting the situation, advantages, and difficulties, proposing solutions to overcome difficulties, bottlenecks, and obstacles; and determining the direction, tasks, and solutions for implementing socio-economic development tasks in the last six months of 2024 to achieve the set goals.

The Provincial People's Council needs to continue to enhance the effectiveness of its function in deciding on important provincial issues within its authority; the members of the Provincial People's Council need to regularly study and innovate the methods of performing their duties, with the motto of being close to the people, deeply involved at the grassroots, listening to and understanding the thoughts and aspirations of voters, and promptly resolving their legitimate opinions and recommendations.

The comrade suggested that delegates uphold their responsibility to the voters, thoroughly discuss the resolution, and ensure its feasibility, effectiveness, and fulfillment of the expectations of the people of all ethnic groups in the province. Immediately after its promulgation, all levels, sectors, the Fatherland Front, political and social organizations, and localities should promptly implement and effectively carry out the contents approved by the session; focusing on doing a good job of propaganda, guidance, inspection, and supervision so that the mechanisms, policies, and resolutions of the Provincial People's Council are implemented synchronously, promptly, and effectively, creating high consensus and mobilizing the active participation of all strata of the people...
