The leaders of Nghe An province include comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation and comrades members of the Provincial Party Standing Committee, representatives of the Standing Committee of the People's Council, People's Committee, Vietnam Fatherland Front Committee of Nghe An province; leaders of departments, branches, political and social organizations, social organizations at the provincial level; permanent representatives of district, city, town Party Committees, Party Committee of the Provincial Agencies Bloc; comrades who were former Chairmen and Vice Chairmen of the Provincial Farmers' Association in different periods.
The Congress was pleased to welcome delegations of farmers' associations from the provinces of Hung Yen, Ha Nam, Nam Dinh, Thai Binh, Ninh Binh, Thanh Hoa, Ha Tinh, Quang Binh, Quang Tri and Hanoi City to attend and congratulate the Congress.
CONGRESS OF "SOLIDARITY - CREATIVITY - COOPERATION - DEVELOPMENT"
The 10th Congress of Nghe An Provincial Farmers' Association, term 2023 - 2028 is an important political event, marking a new development step of the Association and the farmers' movement in the whole province.
The Congress takes place at a time when the Party Committee and People of Nghe An province are striving to successfully implement the Resolution of the Provincial Party Congress for the 2020-2025 term; focusing on implementing Resolution No. 19-NQ/TW, dated June 16, 2022 of the Party Central Committee on agriculture, farmers and rural areas to 2030, with a vision to 2045; Resolution No. 39-NQ/TW, dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045 with many new orientations and new requirements.
With the motto "Solidarity - Creativity - Cooperation - Development", the Congress has the task of comprehensively assessing the advantages and disadvantages, drawing lessons after 5 years of implementing the Resolution of the 9th Provincial Farmers' Association Congress, thereby clearly defining the tasks and solutions for the Association's work and the farmers' movement in the whole province in the new term, meeting the requirements of building a strong Association, truly an organization representing the legitimate rights and interests of farmers, arousing the aspirations, potentials, and creativity of farmers, and taking care of the material and spiritual lives of farmers.
At the same time, the Congress elected the Executive Committee of the Provincial Farmers' Association, term X, 2023 - 2028, which is truly exemplary and has the capacity to lead and successfully implement the Resolution of the Congress; elected delegates to represent members and farmers in the whole province to responsibly and effectively participate in the forums of the 8th National Congress of the Vietnam Farmers' Association, term 2023 - 2028.
Speaking at the opening of the Congress, Comrade Nguyen Quang Tung - Member of the Provincial Party Committee, Chairman of the Provincial Farmers' Association affirmed: Looking back at the 5-year journey of implementing the Resolution of the 9th Provincial Farmers' Association Congress, term 2018 - 2023, despite many difficulties, challenges and limitations and shortcomings, the work of the Association and the Nghe An farmers' movement have achieved many important results, creating many outstanding marks. The role of the Association has been promoted; the trust and attachment of farmers to the Association have been enhanced.
In the 2018 - 2023 term, the Association and farmers' movement in Nghe An province have many innovations in content and methods of operation, achieving many important and quite comprehensive results, excellently completing all targets set by the 9th Congress, term 2018 - 2023, completing 13/13 targets, of which 6/13 targets were exceeded.
Entering a new term, the process of promoting industrialization, modernization of agriculture and rural areas and international integration has both created favorable conditions but also posed many challenges, requiring farmers to change and make greater efforts, and at the same time, requiring the Association to innovate more strongly.
“We are happy with the results achieved, but surely each Congress delegate is reminded to constantly strive, think, explore, and be determined to build a strong Association, build Nghe An farmers to develop comprehensively, so that farmers are truly the center, the subject of the process of developing agriculture, rural economy, and building new rural areas”, said the Chairman of Nghe An Farmers' Association.
Thereby, he emphasized: The Congress raised the will, affirmed the belief and determination of the cadres, members and farmers of the province to join hands to bring the work of the Association and the farmers' movement to a new height, contributing to building Nghe An into a province with rapid, sustainable, comprehensive, civilized and modern development as set out in Resolution No. 39-NQ/TW, dated July 18, 2023 of the Politburo.
At the plenary session, the Executive Committee of the Nghe An Farmers' Association, term IX, presented to the Congress for discussion the general goals for the new term: Building a strong and effective Association, truly an organization representing the legitimate rights and interests of farmers, caring for the material and spiritual lives of farmers. Strengthening the trust and attachment of farmers to the Association. Building Nghe An farmers to develop comprehensively, civilizedly, affectionately, with the capacity to master, the spirit of innovation, creativity, cooperation, association, and gradual professionalism. Strongly arousing the potential, creativity, and aspirations of farmers, contributing to the rapid and sustainable development of Nghe An.
Along with that, consider 15 specific goals associated with 4 groups of tasks and specific solutions to build a strong Association; 4 groups of tasks and solutions to build Nghe An farmers to develop comprehensively; 4 groups of tasks and solutions to promote the role of farmers in agricultural development, rural economy, and new rural construction.
Along with that are the tasks and solutions to promote service activities, consulting, and supporting farmers; actively participating in Party and government building; 2 groups of tasks and solutions to participate in ensuring national defense, security, international cooperation and people-to-people diplomacy.
The Executive Committee of Nghe An Provincial Farmers' Association also presented to the Congress for discussion and consideration of 9 key programs and projects for the 2023 - 2028 term.

On behalf of the Central Committee and the Provincial Party Committee, the comrades acknowledged and commended the achievements that the Association and the Nghe An farmers' movement had achieved in the past term; affirmed the positive contribution of the Nghe An farmers' movement to the overall achievements of the farmers' movement nationwide as well as the process of implementing the goals of economic, social development, national defense, security, Party building and the political system of the province; at the same time, oriented many important tasks for the Association and the farmers' movement of the province in the coming time.

In the first working session on the afternoon of September 27, the Congress discussed and voted with high consensus on the standards, number, and personnel structure of the Provincial Farmers' Association Executive Committee for the 10th term, 2023-2028, consisting of 40 comrades, elected at the Congress 40 comrades (3 vacancies). In the plenary session on the morning of September 28, 40 comrades were elected by the Congress to the new Executive Committee and introduced to receive their duties.

During that process, the Executive Committee of the Farmers' Association of Nghe An province hopes to receive the attention, direction and encouragement of the Central Standing Committee of the Vietnam Farmers' Association, the Provincial Standing Committee; the guidance and support of the Central Committees of the Association; the coordination and facilitation of the Party committees, authorities, the Fatherland Front and unions, sectors, levels, agencies and units; especially the response and support of the cadres and members of the Farmers' Association throughout the province, and the help of comrades who are cadres of the Association through the periods.

This afternoon (September 28), the Executive Committee of Nghe An Farmers' Association, term X, 2023 - 2028, will hold its first meeting to elect the Standing Committee, Chairman, Vice Chairmen, and Inspection Committee of the new term.
