We must prevent people from becoming complacent.
On the evening of July 23, Deputy Prime Minister Mai Van Chinh, along with a central government delegation, arrived in the flood-affected area of Con Cuong commune ( Nghe An province) to inspect the situation, encourage the people, and direct the response and recovery efforts following the heavy rains and floods.

According to Nguyen Duc Trung, Secretary of the Nghe An Provincial Party Committee, 16 communes in the province are located in flood-prone areas. Currently, military , police, and border guard forces stationed in these areas are working hard to help people cope with and overcome the consequences of the floods. The province has set up many warning checkpoints and is on duty to prevent people from entering dangerous areas.
Deputy Prime Minister Mai Van Chinh acknowledged and highly appreciated the proactive, positive, and timely efforts of Con Cuong commune in particular and Nghe An province in general in responding to and overcoming the floods; at the same time, he requested the government and relevant departments of Nghe An province to continue closely monitoring the unpredictable and extreme rainfall and flood situation. Attention should be paid to the people, because when the rain stops, people can easily become complacent, leading to further damage.
Deputy Prime Minister Mai Van Chinh requested that Nghe An province mobilize all forces with the "four on-the-spot" principle to participate in overcoming the consequences of the floods. Local authorities and relevant departments must strictly adhere to the directive from the Central Party Secretariat, which states that complacency must be avoided, and plans must be urgently implemented to ensure the safety of people's lives and property, as well as state property.
Extensive property damage
Speaking with a reporter from SGGP newspaper, Mr. Nguyen Ba Cuong, Vice Chairman of the People's Committee of Muong Xen commune (Nghe An province), said that no casualties have been reported in the area, but there has been significant property damage due to the floods. Currently, the rain has stopped and the floodwaters have receded, but the thick layer of mud and debris left behind has buried many roads, isolating some areas. Local authorities and relevant agencies are urgently working to repair the damage and help people clean up their homes and surroundings to restore normalcy to their lives as soon as possible.

Meanwhile, National Highway 7, passing through Con Cuong commune (Nghe An province), is flooded and cut off at two points, requiring the use of boats for transportation. To date, there have been no casualties in the commune, but 19 out of 36 villages, with 304 households, have been flooded to a depth of 1-3 meters, resulting in significant damage to property, livestock, and crops.
According to Tran Anh Tuan, Chairman of the People's Committee of Con Cuong commune, the local government is mobilizing functional forces and organizations to help people overcome the damage. The locality has requested the People's Committee of Nghe An province and relevant provincial agencies to provide support including 6 large motorboats suitable for crossing the Lam River; 300-500 life jackets and other rescue equipment; 60-90 people (including those capable of operating motorboats); and essential supplies (drinking water, ready-to-eat dry food, etc.).
Later that same day, the Nghe An Provincial Police mobilized 100 officers and soldiers, divided into two teams, to go to the communes of Nhon Mai, Chieu Luu, Huu Kiem, Muong Xen, and Con Cuong to assist the people in overcoming the damage caused by Typhoon No. 3.
