The Ministry of Construction has directed the investor and contractor to complete all related procedures to hand over and put into operation the last 70km of the Van Phong - Nha Trang expressway by April 30th.
This is one of the directives of Deputy Prime Minister Le Thanh Long, Head of Inspection Team No. 3, in the conclusions of the working session on reviewing and resolving difficulties and obstacles of four projects: Chi Thanh - Van Phong and Van Phong - Nha Trang, belonging to the North-South East Expressway construction project giai đoạn 2021-2025, and component projects 1 and 3 of the Khanh Hoa - Buon Ma Thuot Expressway construction investment project.

In conclusion, the Deputy Prime Minister emphasized that four projects—the Chi Thanh - Van Phong and Van Phong - Nha Trang sections of the Eastern North-South Expressway, and component projects 1 and 3 of the Khanh Hoa - Buon Ma Thuot Expressway—with a total length of approximately 199.3 km, account for about 20% of the total expressway length that must be completed in 2025. Therefore, the completion of these four projects is of paramount importance.
Deputy Prime Minister Le Thanh Long requested the Ministry of Construction, relevant ministries and agencies, People's Committees of localities, investors, contractors, supervisory consultants, and related organizations and individuals to urgently and seriously implement the tasks and solutions set forth to complete the four projects on schedule, ensuring quality, safety, efficiency, and compliance with regulations.
In particular, the People's Committee of Khanh Hoa province and the People's Committee of Dak Lak province continue to resolutely and vigorously promote and encourage people to promptly hand over the land and direct the acceleration of the relocation of technical infrastructure, completing and handing over the entire land before March 31st.
The Ministry of Construction, the People's Committee of Khanh Hoa province, and the People's Committee of Dak Lak province (as the managing agencies) direct investors, consultants, and contractors to update the overall construction progress and detailed construction progress.
This clearly defines the "critical" timeline for completing projects in 2025 (solutions must be in place to compensate for delayed work, and contingency time must be provided for unfavorable weather conditions).
Increase manpower, construction machinery and equipment, and financial resources to organize construction in "3 shifts, 4 teams" to ensure the completion of projects according to the planned schedule.
At the same time, instructions were given to accelerate the implementation of the remaining components of the intelligent traffic management system, toll stations, vehicle weight control facilities, and rest stops to ensure their simultaneous completion when the project is put into operation.
The Ministry of Construction, acting as the standing agency of Inspection Team No. 3, continues to proactively monitor and track the progress of construction projects, coordinating with the Government Office to urge the managing agencies to implement tasks, and promptly compiling and reporting to competent authorities to resolve difficulties and obstacles.
Deputy Prime Minister Le Thanh Long also assigned specific tasks to each project.
Specifically, for the Chi Thanh - Van Phong project, the Ministry of Construction has directed the investor and contractor to organize construction to ensure the project is completed in 2025, with a focus on strengthening construction teams and proactively securing materials for road embankment.
Proactively coordinate materials between contract packages to ensure sufficient embankment materials are available to complete the roadbed surcharge work by March 2025 (calculate necessary technical solutions to shorten the settlement waiting time).
For sections of the route that do not require weak soil treatment, focus on accelerating construction progress to complete them by September 2025.
For the Van Phong - Nha Trang project, the Ministry of Construction has directed the investor and contractor to complete all related procedures to hand over and put into operation the last 70km of the route by April 30th.
Taking advantage of favorable weather conditions, construction will be organized in "3 shifts, 4 teams" to complete the entire 13km initial section of the route, ensuring the goal of completing the entire route by June 30, 2025.
Regarding component project 1 of the Khanh Hoa - Buon Ma Thuot expressway, the Deputy Prime Minister instructed the People's Committee of Khanh Hoa province to focus its leadership and direction, decisively resolving obstacles to hand over the remaining 2.2km of land due to 40 households, while also proactively preparing contingency plans for forced eviction.
Expedite the relocation of 3 220 KV power lines. Complete the handover of the entire site by March 2025, as directed by the Prime Minister.
The investor and contractor are updating the progress and organizing construction in "3 shifts, 4 teams" to complete the roadbed, foundation, and traffic safety items… to ensure the goal of completing the first 20km of the route in 2025 as planned.
Regarding component project 3 of the Khanh Hoa - Buon Ma Thuot expressway, the Dak Lak Provincial People's Committee was tasked with urgently completing the land clearance procedures for the additional 10 hectares and accelerating the relocation of the 500 kV power line; and directing the Department of Agriculture and Environment to process the procedures for the contractor to lease land at the Ea Kenh mine.
Instructing investors, contractors, and district People's Committees on the procedures for handing over surplus material storage areas of the project for management according to regulations. Completion deadline: March 2025.
