
Every afternoon, the atmosphere at the village cultural centers in Viet Yen commune becomes lively with many cultural and sports activities for the people. On the cultural center grounds, women practice folk dances, young people play volleyball, and children play in the spacious, clean grounds... Since the Me Ha village cultural center was newly built, the people have a stable place for activities, and children have a safe place to play. Arts and sports clubs in the villages operate regularly, creating a more cohesive and joyful atmosphere in the residential area. From 2021 to the present, Viet Yen commune has invested in building the commune cultural center, and simultaneously built and renovated more than 20 village cultural centers with a total cost of approximately 100 billion VND. To date, all cultural centers have been completed with a synchronized infrastructure system, relatively complete equipment, training tools, lighting... meeting the cultural and sports needs of the people. Investing in cultural facilities not only serves as a meeting place and community center but also contributes to expanding opportunities for interaction and building a civilized lifestyle in residential areas. In addition, the locality regularly maintains cultural and sports activities to attract people to participate and strengthen community cohesion.
Over the years, the province has focused on investing in and improving cultural and sports facilities in a synchronized manner from the provincial level to the grassroots. After the administrative reorganization, the Department of Culture, Sports and Tourism conducted a comprehensive review and advised on reorganizing the system of cultural facilities to suit practical needs and ensure effective utilization. At the provincial level, facilities such as the Provincial Museum and the Provincial Library continue to be maintained stably. Notably, 18 former district-level cultural and sports centers have been transferred to commune-level management, and their auditoriums and outdoor stages are being gradually upgraded to serve political tasks and cultural activities at the grassroots level.

At the grassroots level, the network of cultural institutions has covered 100% of communes and wards. After reorganization, each locality manages an average of 3 to 4 cultural centers, contributing to flexibility in organizing community activities. Of these, 88.5% of commune-level cultural centers meet standards, ensuring an area of 500m2 or more, a capacity of 250-400 seats, and are equipped with basic sound and lighting systems, tables, chairs, bookshelves, and auxiliary facilities, effectively serving meetings, propaganda, and cultural and artistic activities. Cultural activity spaces continue to expand to every village and residential group with 2,622 activity points, reaching 100%, of which more than 88% meet standards. Many localities are promoting socialization, supplementing community bookshelves, installing wifi, equipment for activities, and supporting digital transformation at the grassroots level. During the period 2021-2025, the province provided 36 billion VND in support to 448 village and neighborhood cultural centers and sports facilities; supplemented nearly 31,000 books and trained over 5,200 grassroots officials. Alongside this, the "Model Community Cultural Center" model has spread widely, with over 200 village and neighborhood cultural centers achieving model standards, becoming a highlight in the movement to build grassroots cultural life.

Nevertheless, in some localities, infrastructure conditions remain challenging. Due to the specific characteristics of the area and previous planning, some villages and residential areas do not have independent cultural centers and still have to share the space in the village communal house. In addition, some facilities are small-scale, lack uniformity in equipment, and do not fully meet the increasingly diverse needs of the people. At the provincial level, some institutions such as the Hung Yen Cheo Theater and the Provincial Cultural Center, built many years ago, have deteriorated over time, and the sound and lighting systems are not standardized enough to adequately meet the requirements for organizing large-scale events.
To further enhance the effectiveness of the cultural institutions system in the new phase, the Ministry of Culture, Sports and Tourism will coordinate with localities to continue reviewing, improving, and effectively utilizing existing institutions; prioritizing the upgrading of dilapidated facilities, supplementing essential equipment, and promoting socialization and mobilizing diverse investment resources. Along with this, emphasis will be placed on innovating the content and methods of operation in a practical, flexible manner, closely linked to the needs of the people; strengthening the application of technology, improving the quality of grassroots officials, and promoting the self-governance role of the community... contributing to improving the spiritual life and building a sustainable grassroots cultural environment.
