
Quang Ninh is considered to have many advantages for developing rooftop solar power, from radiation conditions and sunshine hours to the large amount of factory rooftop space in industrial parks. However, reality shows that this potential has not yet been exploited to its full potential. According to Quang Ninh Power Company, by the end of 2025, the entire province will have 307 customers installing rooftop solar power, with 59 customers developed in 2025 alone, totaling 46.77 MWp. These figures show an increasing development trend, but compared to the scale of the load and the ever-growing demand for electricity, there is still considerable room for growth.
In implementing Directive No. 10/CT-TTg of the Prime Minister on strengthening electricity saving and developing rooftop solar power, Quang Ninh province has directed relevant departments, localities, and units to promote propaganda and encourage people and businesses to install self-sufficient solar power systems. At the same time, the electricity sector has strengthened guidance and technical support, creating favorable conditions for connection and operation, contributing to gradually exploiting local power sources effectively.

At Nam Phat Shipbuilding and Maritime Transport Joint Stock Company (Ha An ward), the solar power system has become an important part of the energy utilization plan. Not only does it supplement the power supply, but the company also optimizes operations by arranging high-power electrical equipment to operate when both grid and solar power are active. Mr. Nguyen Van Phu, Deputy Director of the factory, Nam Phat Shipbuilding and Maritime Transport Joint Stock Company He stated: “We have invested in a solar power system with a total capacity of approximately 2,700kW, which currently meets about 40% of the entire system's electricity needs. This allows the business to be more self-sufficient in terms of electricity supply and simultaneously improves production efficiency.”
Amidst the rapidly increasing electricity demand in the province, particularly in industrial zones, urban areas, and service sectors, rooftop solar power is being considered one of the effective solutions to reduce pressure on the system. According to Quang Ninh Power Company, electricity demand in the province is increasing significantly. In the first quarter of 2026, electricity demand in the province increased by 11-13%; the projected growth rate for the whole year is approximately 17.5%. Given this increase, along with weather patterns, the pressure on electricity supply during peak months is very high.

To meet demand, the power sector has implemented a comprehensive range of solutions, from investing in overload prevention projects and upgrading the power grid to coordinating with large customers to implement load adjustment programs and promote efficient and economical electricity use. Notably, the development of rooftop solar power is being implemented in a focused and targeted manner. Mr. Le Ba Quyen, Deputy Director of Quang Ninh Power Company, said: “Following the directive on developing rooftop solar power and saving electricity, the Quang Ninh power sector has been assigned a target of developing 59.1 MWp. To date, more than 20 MWp has been implemented in the Hai Ha Industrial Park alone, and it is continuing to expand to other industrial parks and businesses with high electricity consumption.”
Besides industrial areas, rooftop solar power is also being encouraged to expand in residential areas. Each household proactively installing a system not only improves electricity efficiency but also contributes to reducing the load on the medium and low voltage power grids.
As electricity demand continues to rise, rooftop solar power is seen as a practical solution to supplement local power sources, reduce pressure on the system, and gradually diversify supply towards clean energy. However, to be effective, it requires coordinated efforts from all levels and sectors, along with the participation of businesses and the public, from perfecting mechanisms and policies to providing technical support and creating favorable conditions during implementation.
