According to the Ministry of Health , the issuance of professional guidelines for periodic health check-ups for citizens aims to comprehensively implement the policy that every citizen should receive a free periodic health check-up or screening at least once a year, and to gradually build an electronic health management database over its lifecycle starting in 2026.
The organization of periodic health check-ups for the people is carried out on the basis of Resolution No. 72 of the Politburo on strengthening the protection, care and improvement of people's health; the Government's action program and the Prime Minister's directive on free periodic health check-ups or screenings for the people.
The goal is to help detect diseases early, proactively prevent and treat them promptly, reduce the burden of healthcare costs, and create a national health management data foundation.
According to the Ministry of Health's guidelines, for individuals aged 18 and older, a full clinical examination is required, including examination of family history, physical fitness, internal medicine, and ENT (ear, nose, and throat) examinations.
In addition, the Ministry of Health requires the performance of several basic paraclinical tests, including: Blood tests: complete blood count, blood glucose, urea, creatinine, liver enzymes ASAT (GOT), ALAT (GPT); Urine tests: glucose and protein; and chest X-ray.
In addition to the above categories, other tests will be conducted depending on local financial support availability or the voluntary needs of the individuals.
The Ministry of Health also noted that during examinations, if suspected signs of pulmonary tuberculosis, lung tumors, or other diseases are detected, doctors should order further specialized tests or refer the patient to a suitable facility for early diagnosis and treatment.
For female workers, the list of gynecological and obstetric examinations is carried out according to a separate appendix as guided by the Ministry of Health.
For children under 6 years old, healthcare facilities follow the professional guidelines for routine health check-ups for children under 6 years old.
For the age group from 6 to under 18 years old, the Ministry of Health requires the use of the periodic health check-up form as previously instructed.
People in this age group will receive comprehensive clinical examinations as prescribed. Paraclinical tests will only be performed when indicated by a doctor or at the voluntary request of individuals, agencies, organizations, businesses, or based on local support capabilities.
The guidelines also state that periodic health check-ups for specific groups will continue to be conducted according to current specialized regulations. These include officials; personnel of the Ministry of National Defense and the Ministry of Public Security; students in schools; professional drivers; aviation personnel; railway vehicle operators; and crew members.
Each target group will have its own health standards and examination procedures applied, in accordance with previously issued specialized circulars and decisions.
Arrange and facilitate things for the people.
The Ministry of Health requests that units prioritize patient groups and schedule examinations accordingly to avoid overcrowding and facilitate people's participation in routine health check-ups.
The health check-up process must ensure that the content is appropriate for each target group in order to assess health status, classify health conditions, detect early disease risks, and provide advice on disease prevention, treatment, or appropriate referral.
According to the Ministry of Health's plan, starting in 2026, people will gradually have electronic health records created to manage their health continuously throughout their lives.
