On the afternoon of April 21, Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien chaired a conference on archiving, document management, document databases and document digitization in the process of reorganizing the apparatus of the political system.
Pursuant to Official Dispatch No. 64-CV/TW dated April 10, 2025 of the Secretariat on archiving and managing documents and document databases in the process of arranging and organizing the apparatus of the political system and administrative units at the local level (Official Dispatch No. 64-CV/TW); Official Dispatch No. 14204-CV/VPTW dated April 9, 2025 of the Central Party Office guiding a number of contents on digitizing documents when arranging administrative units (Official Dispatch No. 14204-CV/VPTW), the Standing Committee of the Provincial Party Committee requests Party committees and Party organizations at all levels, according to their functions and tasks, to thoroughly grasp and seriously implement the direction of the Central Party Secretariat; urgently complete the digitization of documents of agencies and organizations before arranging administrative units at the district and commune levels.
The conference listened to delegates present the results achieved in the work of archiving, managing documents, document databases and digitizing documents of agencies and units. Among them, difficulties and obstacles arose in terms of personnel, equipment, and finance for archiving, managing documents, document databases and digitizing documents in the process of organizing the apparatus. In addition, with a large number of archived documents, editing will take a lot of time and effort, some units have arranged overtime to speed up the editing and digitizing of data.
Faced with current difficulties and obstacles, agencies and units have proposed a number of solutions to effectively carry out the work of archiving, managing documents, databases and gradually digitizing documents in the process of reorganizing the apparatus in the coming time: Proposing a plan to handle backlog of documents, establishing 2 teams in charge of the district party committee, city party committee and a team in charge of the Fatherland Front and party committees to support agencies and units, removing difficulties; for data digitization, currently all agencies only digitize by scanning for storage, proposing to allocate funds to rent digitization for historical archives...
Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien emphasized: Document digitization plays a particularly important role, helping to manage and safely preserve records and documents during the operation of agencies and organizations in accordance with legal regulations. With that meaning, localities need to prioritize resources to urgently digitize archived documents of district-level agencies and organizations before the end of operations and commune-level agencies before reorganization, in order to ensure the prescribed time according to the direction of the Central Government. During the process of submitting and receiving documents, relevant agencies and organizations must check, compare, make records, safely preserve, maintain confidentiality, and not disturb the documents of agencies and organizations. Localities and units proactively propose scanning equipment to meet the needs of editing and digitizing documents, paying attention to selecting data that needs to be digitized, not digitizing massively, to avoid wasting money.
Regarding the difficulties and problems proposed by the units, the Provincial Party Committee Office shall synthesize and promptly report, on that basis report to the Provincial Party Committee Standing Committee to have timely support plans, helping localities and units to soon complete the work of editing and digitizing documents, in accordance with the spirit and time prescribed in Official Dispatch No. 64-CV/TW dated April 10, 2025 of the Secretariat and the decisions and dispatches set forth by the Provincial Party Committee Standing Committee.
