Urgently put the second facility of Bach Mai and Viet Duc Hospitals into operation

On the afternoon of April 17, Deputy Prime Minister Le Thanh Long led a working delegation to inspect the current status and construction progress of the second facility of Bach Mai Hospital and Viet Duc Hospital in Ha Nam .

Reporting to the Deputy Prime Minister, Deputy Minister of Health Le Duc Luan said that Bach Mai Hospital had completed the work of building the list, configuration, and preliminary prices on March 20, 2025. Currently, the Ministry of Health is evaluating and approving the norms for using specialized medical equipment.

Based on the approved norms for the use of specialized medical equipment, the Ministry will approve the project adjustment (adjustment of the list of medical equipment) before April 23, 2025, as a basis for organizing the bidding to select contractors. It is expected to approve the contractor selection plan, bidding documents and organize the issuance of bidding documents for the procurement of medical equipment before May 30, 2025.

Viet Duc Hospital is completing the catalog, configuration, and preliminary price documents, expected to be completed before April 20, 2025; will approve the contractor selection plan, bidding documents, and organize the issuance of bidding documents for medical equipment procurement before May 30, 2025.

According to the Ministry of Health, the Bach Mai Hospital 2 project is expected to complete construction on July 15. The total workforce maintained at the site by contractors is about 50-70. The investor is continuing to urge the contractors to progress.

The Viet Duc Hospital Facility 2 project is expected to complete construction before September 15. The total workforce maintained at the site by contractors is about 200 and the contractors are continuing to increase their workforce.

To complete the project on schedule, the contractor representative wishes to receive early payment for completed work to have more resources to continue implementing the project.

Director of Viet Duc Hospital Duong Duc Hung affirmed that the hospital has a recruitment plan to ensure enough human resources for the second facility when it comes into operation. The leaders of Viet Duc Hospital believe that it is necessary to soon launch a bidding process for equipment procurement because there are specialized equipment that require delivery time.

Infrastructure investment over the past decade has damaged some items that need to be replaced promptly. The operating software is also no longer suitable for current requirements.

Viet Duc Hospital has vigorously implemented electronic medical records, so in the coming time, it is necessary to unify management; upgrade the software system to achieve progress according to plan.

Director of Bach Mai Hospital Dao Xuan Co suggested that after winning the bid, the supplier could not deliver the equipment immediately and would need more time to produce it. Bach Mai Hospital suggested that Ha Nam province establish a bus route connecting the two facilities.

The leaders of Bach Mai Hospital also affirmed that training human resources is within the hospital's capacity and is ready to provide a team of doctors with sufficient capacity and expertise; at the same time, they recommended reviewing the smart technology system to ensure it meets the standards of smart hospitals and electronic medical records...

At the meeting, Ha Nam Provincial Party Secretary Truong Quoc Huy said the province has proactively supported the two hospitals to soon come into operation.

Ha Nam will build 3 social housing areas, each with 200 apartments for staff and doctors of Bach Mai and Viet Duc Hospitals to rent at a price of over 1 million VND/month, expected to start construction in May. In addition, the province has committed to set aside a 28-hectare land area to build Bach Mai Medical College and will support the construction of dormitories for the school.

Concluding the meeting, Deputy Prime Minister Le Thanh Long emphasized the urgent need to complete the two projects this year; at the same time, he affirmed that the two projects have been discussed many times in meetings of the Central Steering Committee on preventing and combating corruption, waste, and negativity and have received great public attention.

The Deputy Prime Minister emphasized that all parties must share responsibility to find solutions to overcome difficulties. The mechanisms and policies under the authority of the Government and the Prime Minister are adequate and supportive to remove obstacles.

After inspecting the actual construction, Deputy Prime Minister Le Thanh Long said that it is necessary to further promote the role of the chief engineer, the commander from the ministerial level to the management board.

The leaders of the Ministry of Health continue to spend more time and be more closely involved in the project, immediately handling any issues that arise with the project; at the same time, agree with the Ministry of Finance to resolve financial issues, and immediately begin implementing the procedures for the medical equipment bidding package.../.
