On behalf of the Politburo , Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 171-KL/TW of the Politburo and the Secretariat on continuing to implement and complete the task of reorganizing the apparatus and administrative units.
Accordingly, at the meeting on June 27, after listening to the report of the Central Organizing Committee on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on reorganizing the apparatus and administrative units from June 21 to June 26 and the report on monitoring the implementation progress of the Central Inspection Committee , the Politburo and the Secretariat concluded as follows:
I. Basically agree with the report submitted by the Central Organizing Committee. The Politburo and the Secretariat commend and acknowledge the Party committees, agencies and units at the Central level for ensuring the progress and requirements set forth with positive results.
II. Requesting the Standing Committees of provincial and municipal Party Committees directly under the Central Government to lead and direct:
1. Local Party committees urgently complete trial operations, organize assessments, reviews, draw lessons, promptly adjust and handle arising problems and difficulties, and perfect organizational, human resource, and technical conditions to ensure smooth, effective, and synchronous official operations;
2. Organize the ceremony to announce the resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones on June 30, 2025, ensuring solemnity, thoughtfulness, efficiency, practicality, and synchronization;
3. Urgently review and complete all work of assigning, arranging, and organizing cadres, civil servants, public employees, and workers in provincial and commune-level agencies and units; fully arrange headquarters, facilities, and working equipment to meet requirements; ensure stable connection lines for commune-level public administrative service centers; select a system that shares the information technology platform in a number of applications for handling administrative procedures, document management, online meetings, reporting information, and data exploitation and sharing; proactively and flexibly overcome difficulties and thoroughly handle arising problems...
4. Continue to do a good job of political and ideological education, promptly and fully resolve the regimes and policies for cadres, party members, civil servants, public employees and workers according to the Central's instructions; strengthen propaganda and guidance work so that people can understand the new regulations and new working locations and methods; consolidate and maintain people's consensus and support for the implementation of 2-level administrative units.
III. Requesting Party committees, agencies and units directly under the Central Committee to continue to focus on, proactively, actively and resolutely implement the policies and conclusions of the Central Committee, the Politburo and the Secretariat on streamlining and streamlining the apparatus of the political system associated with 2-level administrative units.
Party committees, agencies and units directly under the Central Government need to focus on synchronous and drastic direction so that the new apparatus operates synchronously and smoothly; ensure normal activities of people and businesses, especially in the areas of administrative procedure settlement, health, education, culture, etc.; make the greatest effort to successfully complete the goals set for 2025 such as the GDP growth target of 8% or more, as well as socio-economic development goals, ensuring national defense, security, foreign affairs, successfully organizing party congresses at all levels for the 2025-2030 term towards the 14th National Congress of the Party. The Standing Committees of provincial and municipal Party Committees need to focus on building documents for provincial-level party congresses after the merger to suit the new development space and space, and promptly complete them so that lower-level congresses can give their opinions.
IV. Politburo members and Secretariat members continue to direct provincial, municipal and central party committees as assigned, grasp the implementation situation in localities (especially at the commune level), promptly direct, guide, urge and support the resolution of difficulties and problems, and handle newly arising issues to ensure the new apparatus operates effectively and smoothly.
Assign the Central Party Committees, the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, and central organizations to lead and direct functional agencies and localities to regularly monitor and supervise the contents and tasks to ensure the correct goals, progress, and requirements according to the conclusions of the Central Committee, the Politburo, and the Secretariat; be ready for the ceremony to announce the resolutions and decisions of the Central and localities on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones on June 30, 2025; ensure the apparatus operates smoothly and effectively from July 1, 2025.
V. From July 1, 2025, provincial Party Committees, municipal Party Committees, and Party Committees directly under the Central Committee shall carry out personnel work according to their authority, ensuring compliance with Party and State regulations (terminating the validity of Conclusion No. 128-KL/TW, dated March 7, 2025 of the Politburo on personnel work policy).
VI. The Central Organizing Committee shall continue to periodically report on the situation and results of the organizational arrangement of the political system associated with the two-level administrative units, especially the activities of the two-level local government.
VII. The Standing Committee of the National Assembly Party Committee shall lead the Standing Committee of the National Assembly to provide specific guidance on special cases allowing the appointment of the Chairman, Vice Chairman of the People's Council, heads of committees and delegates of the People's Council at the commune level; Chairman, Vice Chairman, and members of the People's Committee at the commune level (new) in communes that are not merged or consolidated.
