According to Official Dispatch 4764/VPCP-CN dated June 28, 2023, Deputy Prime Minister Tran Hong Ha has just commented on the investment plan to build the Ninh Binh - Hai Phong expressway, the section through Hai Phong and Ninh Binh.

Specifically, the Ministry of Transport performs the function of the managing agency of the investment project to build the Ninh Binh - Hai Phong expressway, the section through Hai Phong city and the section through Ninh Binh province; urgently coordinates with the Ministry of Planning and Investment and relevant agencies and localities to implement the project in accordance with legal regulations.

According to the Road Network Planning for the 2021-2030 period, with a vision to 2050 approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021, the Ninh Binh - Hai Phong Expressway (CT.08) has a length of about 109km, belonging to the group of expressways in the Northern region; with the starting point at the North - South Eastern Expressway, Ninh Binh city, the end point at the Hanoi - Hai Phong Expressway, a cross-section of 4 lanes, and an investment progress before 2030.
