Urgently review and remove obstacles for long-standing backlog projects on System 751

(Chinhphu.vn) - Permanent Deputy Prime Minister Nguyen Hoa Binh signed Official Dispatch No. 193/CD-TTg of the Prime Minister dated October 9, 2025 on urgently completing a comprehensive review, updating information, full list and proposing solutions and authority to issue policies and mechanisms to remove difficulties and obstacles for long-standing backlog projects on System 751.

The dispatch stated: On August 20, 2025, the Prime Minister issued Official Dispatch No. 138/CD-TTg on focusing on effectively implementing solutions to promptly remove obstacles and difficulties for long-standing projects to immediately deploy the projects. Accordingly, ministries, branches and localities are required to continue to comprehensively review, update information, and complete the list of projects with difficulties, obstacles, and long-standing backlogs within the scope of management and be responsible for fully and accurately implementing the content and information in accordance with the requirements on the Database System of Steering Committee 751 (System 751).

However, up to now, many ministries and local branches have not completed updating, reviewing, proposing solutions, and issuing policies and mechanisms to remove long-standing backlog projects under their management. As of October 7, 2025, System 751 only recorded the review results of 1,596/2,991 projects of 17 localities and 06 ministries and branches; 02 localities have no stuck projects; The remaining 1,395 projects of 15 localities (Lam Dong, Tay Ninh, Quang Ninh, Ninh Binh, Ho Chi Minh City, Dak Lak, Da Nang City, Dong Thap, Quang Ngai, Phu Tho, Ca Mau, Quang Tri, Lang Son, Can Tho City, Hanoi City) and 08 Ministries and branches (Ministry of Science and Technology, Ministry of Education and Training, Ministry of Health, State Bank of Vietnam, Ministry of Industry and Trade, Ministry of Foreign Affairs, Ministry of Construction , Ministry of Culture, Sports and Tourism) have not yet reviewed, classified and proposed solutions, affecting the quality; progress of synthesizing information, data and reporting to competent authorities to issue policies to remove obstacles.

Comprehensively review and propose a mechanism to completely remove obstacles for projects on System 751 before October 14, 2025

To speed up the progress of removing and handling difficulties and obstacles for projects and promptly update information and data as a basis for reporting to competent authorities to propose solutions to remove obstacles, soon put projects into operation, contributing to promoting socio-economic development, the Prime Minister requests Ministers, Heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of provinces and centrally run cities:

Urgently conduct a comprehensive review, update information, propose solutions, and authority to issue mechanisms and policies to remove difficulties and obstacles for projects on System 751. In particular, focus on reviewing and proposing the application of mechanisms and policies stipulated in specific articles of Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly, ensuring that when applied, the solutions must immediately remove obstacles for projects that have had inspection, examination, and judgment conclusions. For other solutions, it is necessary to specify the goal of completely removing obstacles for each project, the authority to issue mechanisms and policies to remove obstacles, the results and time to handle obstacles after the mechanisms and policies are issued in accordance with the guidance of the Ministry of Finance in Document No. 13021/BTC-PTHT dated August 22, 2025, and to complete before October 14, 2025 .

After the above deadline, the Ministry of Finance shall compile a list of Ministries, branches and localities that have not completed the review and update of information on System 751 as required in this Official Dispatch; propose and report to the Prime Minister for review and clarification of the responsibilities of relevant collectives and individuals, especially the responsibilities of heads of agencies and units.

Ministries, ministerial-level agencies, Government agencies; People's Committees of provinces and centrally-run cities, based on their assigned functions and tasks, shall promptly and effectively implement the above-mentioned tasks; in the course of implementation, if there are any difficulties or problems, promptly report them to the Ministry of Finance (the Standing Agency of Steering Committee 751) for guidance.
