The festival is organized by the Ministry of Culture, Sports and Tourism (MCST) in coordination with the Ministry of Foreign Affairs and the Hanoi People's Committee.

With the theme “Colors of Vietnam - Rhythm of the World”, the opening art program of the festival aims to honor the diverse beauty of cultures, where each nation contributes a color, a sound, blending together to create a brilliant symphony of humanity. In that picture, Vietnam proudly contributes with national cultural melodies, breaths that are both traditional and modern, both familiar and imbued with the spirit of integration.
Opening his speech at the event, Prime Minister Pham Minh Chinh expressed his condolences to the people of the localities suffering from natural disasters and floods.
Prime Minister Pham Minh Chinh thanked the representatives of the countries who contributed to this event, and emphasized the role of culture in connecting people to people, between countries and between the world. Culture has no borders, so the World Cultural Festival in Hanoi is also a connection between the Vietnamese people and peoples around the world.

Recalling President Ho Chi Minh's words at the first National Cultural Conference in 1946 that "Culture lights the way for the nation", Prime Minister Pham Minh Chinh emphasized that the Party always attaches importance to cultural development, considering culture as an endogenous strength connecting people and economies. Vietnam is developing cultural and entertainment industries, thereby contributing to promoting national identity with international friends, helping people enjoy Vietnamese culture and world civilization.
The Prime Minister expressed his hope that sectors, localities and countries with relations with Vietnam will continue to respond to the World Cultural Festival in Hanoi, so that the festival becomes an annual brand; continue to make culture an endogenous strength, a strength of international solidarity, and a strength of sharing.

At the event, the Prime Minister called for sharing, contributions and cooperation from people across the country and international friends. The organization of the Hanoi World Cultural Festival on this occasion, in addition to honoring the beauty of Vietnamese and world culture, also has the meaning of expressing the spirit of sharing, "national love, compatriotism". The program has meaningful content to raise charity for people who have been heavily affected by the recent storms and floods.
Speaking at the opening ceremony, Mr. Jonathan Baker, Chief Representative of UNESCO Office in Vietnam affirmed: “For a long time, Hanoi has been a bridge between cultures, a city where traditional values intersect with creativity. The World Culture Festival in Hanoi is the first to bring together artists, communities and countries to share traditional values and creative innovation, to listen and affirm that cultural differences do not divide us, but actually connect us together.”

The art program at the opening ceremony was divided into 3 chapters, taking the audience on a journey from heritage to modernity and reaching out to the world. The opening was chapter 1: “Heritage Melody”, with folk melodies, national music and cultural colors that have created the origin and unmistakable identity of Vietnam.
In chapter 2: “Modern Colors”, opens a brilliant space of Vietnam today, a country that is changing strongly in the breath of creativity and integration. Music, light and images are combined to open a youthful, dynamic Vietnam, where tradition and modernity meet in every beat of life.
Chapter 3: “In harmony with the world” tells the story of Vietnam opening its arms to connect with friends from all over the world, creating a global symphony, where music and art become a common language that connects hearts.
At the program, the audience also enjoyed performances by international art troupes from Japan, India, Laos, Mongolia, etc., creating a multi-cultural, multinational space.

Representing the host country Vietnam with the presence of famous artists such as: People's Artist Thuy Huong, singer Tung Duong, Hoa Minzy, Oplus group, Ngoc Anh, cello artist Dinh Hoai Xuan, Tieu Minh Phung, Mai Trang, An Thu An... together lit up an artistic night full of emotion and pride.
Taking place until October 12, the Thang Long Imperial Citadel Heritage Site will become the world's "common home", where music, colors, flavors and emotions blend in an atmosphere of friendship and solidarity.
