Cultural status in the new era

At the Government's online conference with localities on October 5, Prime Minister Pham Minh Chinh assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate with ministries, branches and localities to develop a plan to choose November 24 as Vietnam Culture Day.

Vietnamese Cultural Day must truly be people-oriented, becoming a space to spread good values.

In the context of deep integration, culture is soft power, an endogenous resource that promotes socio -economic development, science and technology and sustainable tourism. Determining a symbolic day to honor national culture is a policy that meets the requirements of the times, demonstrating the Party and State's concern for culture in the country's development strategy.

November 24, 1946 was the day the first National Cultural Conference took place, laying the foundation for the Vietnamese revolutionary cultural ideology. The conference gathered intellectuals and artists in the early days of nation building, affirming the leading role of culture in the cause of national independence. The National Salvation Newspaper, No. 416, published on November 25, 1946, published a speech by President Ho Chi Minh , in which he wished for the country's new culture to take the happiness of the people and the nation as the foundation.

During this period, President Ho Chi Minh also clearly stated the view that “Culture must light the way for the nation”. Nearly 80 years have passed, but this idea still retains its value, especially in the period of international integration and digital transformation. Therefore, if chosen, November 24 will be an occasion for the whole society to look back on the journey of national cultural development, arousing pride and awareness of preserving and promoting Vietnamese identity in the new context.

However, the establishment of Vietnam Cultural Day needs to be considered comprehensively in the overall current cultural policy to ensure consistency and effectiveness of organization. Currently, our country has many commemorative days associated with specialized fields such as Vietnam Stage Day (12/8 lunar calendar), Vietnam Cinema Day (15/3), Vietnam Music Day (3/9)... In particular, Vietnam Cultural Heritage Day (23/11) was identified since 2005 as an occasion to honor traditional values ​​and heritage conservation work.

Taking November 24 as Vietnam Culture Day will have a comprehensive meaning, demonstrating the role of culture in the entire social life. This day also connects and supplements Vietnam Cultural Heritage Day, forming a series of activities to honor and promote national spiritual values ​​in the direction of both inheritance and innovation. Along with that, Vietnam Culture Day needs to be linked with major holidays and events of the year, forming a continuous flow of activities, with an overarching theme, creating an exciting atmosphere and a rich spiritual life for the people.

The development of the content of the Vietnamese Cultural Day needs to be placed within the overall National Target Program on Cultural Development for the period 2025-2035. The focus of phase 1 (2025-2030) is to implement 9 specific target groups and 10 component contents, aiming to improve spiritual life, create strong changes in cultural development and build Vietnamese people in the new era with personality, mettle, ethical standards, value systems and unique identity.

The issue is that Vietnam Culture Day must truly be people-oriented, become a space to spread good values, become a driving force to nurture human values, and cultivate ethics and national spirit. Thereby, Vietnam Culture Day will be a source of inspiration, arousing the creativity, courage and aspiration of Vietnamese people in the new era. Culture will truly "light the way" when it is expressed through concrete actions, gradually permeating into behavior, communication, and conduct, forming a healthy lifestyle in society.
