There needs to be a favorable and flexible policy of priority for renting and purchasing social housing.

On October 11, Prime Minister Pham Minh Chinh made important conclusions at the meeting of the Central Steering Committee on housing policy and real estate market, focusing on breakthrough development of social housing.

Information at the conference said that the Government has issued Decree 261 amending and supplementing decrees on social housing, in which the income ceiling for consideration to purchase or rent-purchase social housing is raised to 20 million VND/month for individuals, 40 million VND/month for couples and 30 million VND/month for single individuals raising children under the age of majority.

In the first 9 months of 2025, the whole country is investing in the construction of 132,616 social housing units, starting 73 new projects with a scale of 57,815 units; 50,687/100,275 units have been completed (reaching 50.5%), it is expected that by the end of 2025, an additional 38,600 units will be completed (total of 89,007/100,275 units, reaching 89%).

The Ministry of Public Security has started construction on six housing projects for the People's Armed Forces with a total of 4,220 units. The Ministry of National Defense plans to start construction on eight housing projects for the Armed Forces with a total of 6,547 units.

16 localities are expected to achieve and exceed the assigned social housing targets, including Hanoi , Ho Chi Minh City, Da Nang, Hue, Bac Ninh, Hai Phong, Dong Nai... 7 localities are capable of completing the targets.

The Prime Minister directed that there should be a preferential policy for renting and purchasing social housing in a convenient and flexible manner.

Concluding the meeting, the Prime Minister said that all localities have a need for social housing, including mountainous provinces, border areas, remote areas, with military forces, police, teachers, many of whom still lack accommodation, so there must be a way to do it, housing suitable to the conditions and circumstances of each locality, each region and balance supply and demand.

Regarding the main tasks and solutions in the coming time, the Prime Minister requested the Ministry of Construction to preside over and coordinate with agencies to continue reviewing and perfecting institutions in the direction of removing difficulties and obstacles for social housing development. Along with that, it is necessary to diversify resources, including State support (both central and local), credit capital, bond issuance, private resources, etc.

The Prime Minister also noted that housing development must be multi-segmented, including high-end, medium-income, and low-income, ensuring harmonious development, with no too great difference in essential infrastructure (transportation, electricity, water, telecommunications), and social infrastructure (education, healthcare, sports, culture, etc.). Enterprises need to cut costs and unnecessary spending to make social housing prices more suitable and acceptable; harmonize the interests of the State, the people, and enterprises; if there are risks, they must be shared together.

The Prime Minister also requested to continue perfecting the information system, database, and regulations related to the management and supervision of brokerage activities, real estate trading floor operations, and the establishment of real estate trading centers and land use rights managed by the State in a public, transparent, appropriate, effective, and competent manner.

The Ministry of Construction has a circular providing detailed regulations to provide more specific guidance, such as on the time limit for carrying out procedures for social housing projects. The Government will issue appropriate documents, develop criteria, principles, and the spirit is not to limit any province or any enterprise, so that localities can assign tasks to enterprises to carry out social housing construction.

The Prime Minister asked businesses to be proactive, volunteer to take on tasks, and promote responsibility to the people, especially low-income people and vulnerable groups who need help from the community and businesses.

The Prime Minister assigned the Ministry of Construction to urgently submit a decree detailing the national housing fund. It is necessary to study a more comprehensive and inclusive policy; expand the scope of subjects and be more flexible, including those of officials affected by the apparatus arrangement; and have preferential policies for renting and hire-purchasing that are favorable and flexible.

The State Bank of Vietnam is urging to promote the disbursement of the VND145,000 billion credit program for social housing and worker housing in a more convenient, accessible, and manageable manner, while controlling speculative real estate credit that causes a real estate bubble. Banks continue to cut costs and apply technology to reduce lending rates for both investors and home buyers...
