Realizing social housing goals

To realize this goal, Dak Lak is making efforts to deploy a series of solutions, both creating land funds and closely coordinating with the Ministry of Construction to speed up the progress of social housing projects.

Immediately after the Prime Minister adjusted the social housing target for the period 2025 - 2030, the Department of Construction coordinated with departments and branches to advise the Provincial People's Committee to include the social housing development target in the Resolution of the Party Congress of the new term. The Department also advised the Provincial People's Committee to issue regulations on standards, subjects and conditions for renting and renting to buy social housing in the area. The new regulation is expected to remove many obstacles in identifying subjects, especially freelance workers or those who own houses but are far from their workplace, helping people access social housing more conveniently.

To complete the policy, the Provincial People's Committee directed to collect public opinions, the Department of Justice has conducted a second appraisal and the Department of Construction is receiving and explaining to submit to the Provincial People's Committee for approval in October 2025. This is an important legal basis to ensure publicity and transparency in the implementation of social housing projects.

At the same time, the Provincial People's Committee has requested to reduce at least 30% of administrative procedure processing time, 30% of business costs, abolish 30% of unnecessary business conditions, process 80% of documents online and attach personal identification to 100% of documents to shorten time and costs for businesses and social housing investors. Up to now, many social housing projects belonging to the 20% land fund of commercial housing projects have been granted construction permits and are eligible to start construction.

According to Mr. Cao Dinh Huy, Director of the Department of Construction, based on the review of approved planning projects, Dak Lak has arranged 16 land plots for the development of independent social housing, with a total area of 61.55 hectares, with an estimated 24,825 units. In addition, 7 commercial housing plots have also reserved land for social housing with an area of about 17.44 hectares, equivalent to 3,500 units. Currently, the whole province is implementing 4 projects with 1,348 units. To date, 65 units have been handed over, 946 units have been notified as "Future housing eligible for business". The Department of Construction has also organized appraisals and submitted to the Provincial People's Committee the results of selecting investors for 2 projects, with about 2,750 social housing units, expected to start construction in the fourth quarter of 2025. In addition, the social housing project in Phuoc Hau quarter (Binh Kien ward) with 690 units has also been submitted to the Provincial People's Committee for approval, expected to announce information in October 2025, select investors in the fourth quarter of 2025 and start construction in the first quarter of 2026.

In reality, most of the land fund for social housing development in Dak Lak has not been compensated or cleared, while the provincial budget is still limited, so it has not created many clean land funds to attract investment. In addition, some problems arise when implementing regulations on reserving social housing land funds in commercial housing projects in newly merged administrative areas, or in the process of approving home buyers, especially for the group of freelance workers.

Faced with the above difficulties, Vice Chairman of the Provincial People's Committee Dao My said: "Determining the development of social housing for people as a key task, associated with social security and political stability, the Provincial People's Committee has directed departments, branches and localities to focus on reviewing planning, allocating land funds, creating favorable conditions for technical and social infrastructure to speed up project progress. The province is committed to ensuring the completion of social housing targets assigned by the Government. Along with that, commercial housing investors need to strictly implement the regulation of reserving 20% of land funds for social housing development; at the same time, focus resources on construction and complete the project on schedule."

At a recent working session with the People's Committee of Dak Lak province, Deputy Minister of Construction Nguyen Viet Hung emphasized: The target for social housing development by 2030 assigned by the Government to localities is very large, requiring high initiative. The Ministry of Construction has issued many new mechanisms and policies, shortening procedures to create conditions for businesses to participate in social housing development.

The Ministry also requested the province to coordinate closely with investors during the project implementation process, especially to support people to access preferential loans to buy social housing more conveniently. "We must find a way so that people only need a few hundred million VND to buy a house, the rest can be borrowed and paid in installments. Only then can we stimulate demand and create real momentum for the social housing market to develop," said Deputy Minister Nguyen Viet Hung.

In the 2025 - 2030 period, Dak Lak province was assigned by the Prime Minister the target of completing 38,007 social housing units, of which 2,255 units will be completed in 2025.
