On October 11 in Hanoi, the Editorial Board of the Communist Magazine in coordination with the Central Economic Committee organized a scientific workshop: "Theoretical achievements and application results in the economic field of the Communist Party of Vietnam over nearly 40 years of renovation". Speaking at the workshop, Associate Professor, Dr. Nguyen Hong Son, Deputy Head of the Central Economic Commission, assessed that after nearly 40 years of renovation, our Party's awareness of the socialist-oriented market economy and the path of developing a socialist-oriented market economy has been gradually formed, constantly supplemented, perfected and developed. That is, affirming that the market economy is inevitable and objective; is a common product of human civilization; is a method to build socialism; the socialist-oriented market economy is the general economic model of our country in the transition period to socialism; is one of the pillars of the institution of rapid and sustainable development of the country; is a modern market economy, internationally integrated, fully and synchronously operating according to the laws of the market economy; At the same time, there is management by the Socialist rule of law State led by the Communist Party of Vietnam, ensuring socialist orientation suitable to each stage of the country's development, aiming at the goal of "rich people, strong country, democracy, fairness, civilization".
The results of applying the Party's theory on economic development have achieved many great and historically significant achievements. Along with the development of the Party's theoretical awareness and thinking, the institutionalization and concretization of the Party's views on economic development have helped to form and increasingly perfect the development path of Vietnam's socialist-oriented market economy. Some outstanding economic development achievements over 40 years of renovation can be mentioned as follows: The growth rate has remained at a fairly high level, with average GDP growth in the 2016-2023 period reaching about 6%/year. The scale and potential of the economy have increased with GDP reaching 430 billion USD in 2023, among the 35 largest economies in the world . GDP per capita continues to increase rapidly, reaching more than 4,200 USD in 2023, thereby Vietnam has left the group of low-income developing countries to join the group of upper-middle-income developing countries. Growth quality continues to improve with a stable average labor productivity growth rate, reaching about 5%/year in the 2021-2023 period. The contribution of total factor productivity (TFP) to economic growth has continuously improved, estimated at about 42% in the 2021-2023 period.
In addition to economic achievements, the socialist orientation of the Vietnamese economy is constantly being consolidated. The poverty rate according to the multidimensional poverty standard has decreased rapidly and continuously over the years, to 5.71% in 2023; the Human Development Index (HDI) has continuously improved, reaching 0.73 points in 2023, much higher than countries with the same income level.

“After nearly 40 years of implementing the renovation process, Vietnam is at a very important stage of development; the country's foundation, potential, position and international prestige have been raised, which is an important premise to continue building and developing the country, successfully implementing the 100-year goal of the Party's founding, thereby creating a solid foundation for the successful implementation of the 100-year goal of the country's founding, so that the country can enter a new era of development of peace, independence, democracy, wealth, prosperity, civilization, happiness, and steadily moving towards socialism" - Associate Professor, Dr. Nguyen Hong Son emphasized.
In order to review and re-evaluate the theoretical achievements as well as the results of application in the economic field achieved over nearly 40 years of renovation as well as to propose solutions, contributing to the successful implementation of the Resolution of the 13th National Congress of the Party; at the same time, to identify new points in theory, new results in summarizing practices, in order to contribute to the development of the Draft Resolution of the 14th National Congress of the Party, the Organizing Committee of the Workshop received 40 presentations from scientists and practitioners. At the Workshop, the presentations and opinions focused on the following main issues:
Firstly, clarifying the Party's perception of the socialist-oriented market economy over nearly 40 years of renovation, especially affirming that this is the general economic model of Vietnam in the transition period to socialism. At the same time, clarifying the shift in perception of the objective necessity and role of the market economy in building socialism in our country; of ownership and components of the socialist-oriented market economy; of the leadership role of the Party; of the management of the State and social organizations in the socialist-oriented market economy; of the operating mechanism of the economy and distribution in the socialist-oriented market economy; of international economic integration; of growth model innovation, etc.
Second, evaluate and summarize the results of applying the Party's theory in the economic field. The socialist-oriented market economic institution continues to be built and perfected; the Party's innovation policies and guidelines continue to be institutionalized into laws, mechanisms and policies that are increasingly complete and synchronous; the investment and business environment is improved, promoting the transformation of the economic structure of sectors and localities towards industrialization and modernization; market factors and types of markets continue to be formed and developed; the multi-sector economy has developed strongly. International economic integration, Vietnam's economic relations with other countries and international organizations are increasingly expanded.
Third, suggest new theoretical and practical points in the economic field in the current context, and at the same time propose some orientations for the coming time. Focus on the following points: Continue to enhance the unity in awareness of developing a socialist-oriented market economy in Vietnam; promote the synchronous completion of institutions and policies, focus on removing bottlenecks and knots that are constraining the production, circulation, exchange and integration processes, and important issues that are hindering the development of our country's market economy; promote industrialization and modernization associated with growth model innovation and economic restructuring based on science - technology and innovation. Rapid, comprehensive and reasonable structural transformation, while closely linked to economic restructuring; continue to implement three strategic breakthroughs and new economic development models and methods. Accelerate access to the Fourth Industrial Revolution, promote digital transformation in the economy; develop a strong national business force associated with building an independent and self-reliant economy.
