On May 22nd, the Khanh Hoa Provincial Party Committee organized a meeting and dialogue between the Standing Committee of the Provincial Party Committee and officials, civil servants, and public employees at the commune level in 2026.

At the conference, Mr. Nguyen Van Ninh, Vice Chairman of the Ninh Son Commune People's Committee, stated that after implementing the two-tiered local government model, the handover of land data was incomplete, and some land certificates had been issued but not yet updated in the system. This led to delays in processing land-related documents for the people and delays in determining land prices.
Mr. Ninh suggested that the Provincial People's Committee expedite the surveying and updating of data to provide a basis for serving the people.
Responding to this issue, Mr. Nguyen Duy Quang, Director of the Department of Agriculture and Environment of Khanh Hoa province, said that the Provincial People's Committee has a plan to implement the work related to reviewing, compiling, and classifying the current status of land data.
According to Mr. Quang, the department will accelerate the updating of information into the land database in the coming period. Regarding land parcels not yet included in the land database, Mr. Quang stated that the agricultural sector is reviewing the matter with relevant units to complete the update as soon as possible, with completion expected in 2026.

Also at the conference, Ms. Truong Thi Thu Thao - Head of the Party Committee of Nam Nha Trang Ward - stated that the ward is very large and has a large population, however, the ward's officials are currently handling many tasks simultaneously, therefore she requested the province to have a plan to increase the staffing.
According to Ms. Thao, the ward currently lacks many specialized staff in the fields of environment and minerals, while the staff of the Culture and Social Affairs Department are not specialized in healthcare but are still in charge of healthcare, leading to a situation where the assigned area does not match their qualifications.
Therefore, Ms. Thao suggested that the province should have a plan to focus on professional training, while also creating flexibility in scheduling time and learning models so that officials can acquire more specialized knowledge.
Responding to the above proposal, Mr. Tran Gia Van - Deputy Head of the Organization Department of the Khanh Hoa Provincial Party Committee - said that in the coming time, the Organization Department of the Provincial Party Committee and the Department of Internal Affairs will reconsider the allocation of personnel quotas to suit the characteristics and situation of each locality, based on the total personnel quota allocated by the Central Government.
We need to change the way departments and communes coordinate their work.
In his directive speech, Mr. Tran Phong, Secretary of the Khanh Hoa Provincial Party Committee, stated that leaders of communes and wards need to proactively exchange information, interact, and coordinate with departments and agencies to quickly resolve difficulties and obstacles.
According to Mr. Phong, the province has established information groups for leaders of commune and ward People's Committees to exchange information on work matters, so he suggested that leaders of communes and wards should proactively coordinate with specialized agencies and take initiative in their work.
Mr. Phong suggested that leaders of departments and agencies should change their working methods and coordination with communes and wards to resolve difficulties promptly and quickly, while also assigning officials to closely monitor the area to provide timely advice to the Provincial People's Committee on how to address issues.
"I suggest that leaders of departments and agencies should regularly exchange information and frequently resolve difficulties faced by communes and wards," Mr. Phong emphasized.
The Secretary of the Khanh Hoa Provincial Party Committee pledged to continue working alongside departments, agencies, and local leaders to further resolve obstacles and difficulties.
