Many grassroots officials and Party members are putting the study and emulation of President Ho Chi Minh's teachings into practice through practical "effective mass mobilization" models. Their closeness to the people, respect for the people, and wholehearted dedication to the people have created a positive ripple effect, contributing to the increasingly prosperous development of their homeland.

Party officials and members should lead by example to gain the people's trust.

Previously, much of the land in Hoa Khang hamlet, Hoa Thuan commune, was primarily used for rice cultivation, but the economic efficiency was low. Seeing the difficulties faced by the local people, Mr. Lam Van Du, Deputy Secretary of the Party Branch and Deputy Head of Hoa Khang hamlet, switched to growing fragrant gourds and encouraged the villagers to follow suit. Mr. Du chose to lead the way so that the villagers could see the effectiveness and then follow suit. Currently, he cultivates 1 hectare of fragrant gourds, harvesting two crops per year. After about 50 days of planting, the gourds begin to bear fruit and the harvest lasts for more than two months. Each day, the gourd garden yields 300-500 kg, with selling prices ranging from 6,000 to 18,000 VND/kg. After deducting expenses, Mr. Du earns a profit of approximately 150 million VND per crop, much higher than his previous rice cultivation. During cultivation, Mr. Du also invested in an automatic irrigation system, saving time, reducing labor, and improving production efficiency.

Mr. Du said that previously, many people were hesitant because they were unfamiliar with the techniques and worried about unstable market demand. So he took the initiative to implement the model first, and at the same time, contacted traders to guarantee the purchase of the products so that people could produce with peace of mind. When the model proved effective, many households in the hamlet switched crops. "As a Party member, I have to lead by example so that people can see the effectiveness before they believe and follow. When people have a more stable income, the persuasion process becomes easier," Mr. Du said.

Currently, Hoa Thuan commune has 304 hectares of vegetables and fruit trees. In Hoa Khang hamlet alone, there are 9 households growing fragrant gourds, 5 of which use automatic irrigation systems. The leading role of local officials in transforming production has helped people confidently change their business mindset and increase their income.

Mr. Phan Ngoc Minh, Permanent Deputy Secretary of the Party Committee and Chairman of the People's Council of Hoa Thuan commune, said that the study and emulation of President Ho Chi Minh's teachings in the locality has been concretized through practical actions relevant to people's lives. According to Mr. Minh, in mass mobilization work, the most important thing is that cadres and Party members must set an example, leading by example so that people trust and follow. “Models of production transformation, application of science and technology, or the establishment of cooperatives all stem from the actual needs of the people. When cadres go to the people's homes to guide and work alongside them, and achieve concrete results, the people will agree. This is how the locality learns and follows President Ho Chi Minh's teachings with a spirit of closeness to the people, respect for the people, and care for the people's lives,” Mr. Minh said.

Getting closer to the people through small things.

At dusk, in his newly handed-over house, Mr. Danh Sang, residing in Ngoc Tan hamlet, Ngoc Chuc commune, was moved as he recalled the days when his family lived in a dilapidated house. The house, built with 95 million VND, was funded by donations from benefactors mobilized by Mr. Tran Van Hay, Party Secretary and Head of Ngoc Tan hamlet. For Mr. Sang, the most valuable thing is not just the new house, but also the genuine concern of local officials for people in need.

In 2022, upon assuming the role of Party Branch Secretary and Head of Ngoc Tan Hamlet, Mr. Hay noticed that the people's lives were still lacking, and the roads were dilapidated. A segment of the population was hesitant and lacked genuine trust in officials and Party members. Instead of using formal meetings to mobilize support, Mr. Hay went from house to house, talking to and listening to the people's concerns, then discussing solutions together. From guiding them through paperwork, mobilizing support for road and bridge construction, to planting flowers and installing streetlights… he directly participated in everything with the people. “Initially, it was very difficult. Everyone had different personalities; some listened, others were skeptical. You have to be sincere for the people to trust you,” Mr. Hay shared.

From 2022 to the present, Mr. Hay has spearheaded the construction of 18 bridges, 2 rural roads totaling 5km, a solidarity house, and many other social welfare projects, with a total cost of over 4 billion VND. He also helped establish a free-range chicken farming association to support local people in developing their economy and increasing their income. As a result, the average income of residents in Ngoc Tan hamlet is currently around 69 million VND per year.

Mr. Hay's contributions have helped build and develop the hamlet. Currently, Ngoc Tan hamlet has only 8 poor households and 10 near-poor households. Mr. Tran Tay Hon (48 years old), a resident of Ngoc Tan hamlet, said: "Mr. Hay lives harmoniously and always works alongside the villagers, so people trust him a lot. In recent years, the roads have become more spacious, and people's lives have improved."

According to Mr. Ly Thanh Luan, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Ngoc Chuc commune, the effectiveness of grassroots mobilization models in the locality stems from the fact that grassroots officials are close to the people, understand the people, and work with them to overcome difficulties in life. "When officials truly serve the people, working with them to build bridges and roads, and supporting economic development, it will create consensus and strengthen the people's trust in the Party and the government," Mr. Luan said.
