According to information from the Department of Education and Training of Ho Chi Minh City, on the first day of the survey, the system had an error and had to be temporarily suspended until 4:00 p.m. on April 23.
The reason given by the Department of Education and Training of Ho Chi Minh City is that due to the tightening of network security, the number of simultaneous logins and the hidden content of teachers' login information, the simultaneous login is tightened on the industry data axis.

The plan to survey English proficiency for all teachers and managers from primary to high school in the area has just been issued by the Department of Education and Training of Ho Chi Minh City.
The survey is designed in the form of an objective test, lasting 90 minutes, including listening, reading and writing skills. The assessment content is based on the Common European Framework of Reference for Languages (CEFR), from level A1 to C2. The survey is designed and standardized by Cambridge Assessment English, ensuring objectivity, science and high reliability in assessing teachers' qualifications.
Teachers completed the survey online using computers or smart mobile devices. The survey took place from April 23 to 29, from 8 a.m. to 9 p.m. each day, divided into shifts and by district cluster.
After the survey plan was announced, some teachers expressed concerns about being evaluated, graded or considered for competition.
Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, emphasized that this survey aims to grasp the actual situation, outline the overall picture of the English proficiency of the teaching staff in the whole sector, thereby building a plan and roadmap to foster and improve the foreign language proficiency of the staff, meeting the requirements of innovation.
The Department of Education and Training of Ho Chi Minh City is committed to keeping the scores confidential, providing them only to teachers and the Steering Committee for developing educational projects. In addition, the unit will not use the survey results to evaluate competition, consider salaries, or discipline.
