Hanoi requires strict management of students' use of phones

TPO - Ahead of the new school year 2025-2026, the Hanoi Department of Education and Training requires schools to strengthen strict management of students' use of phones and broadcasting devices in schools.

According to the leader of the Hanoi Department of Education and Training, managing students' use of phones and transceivers is to enhance learning efficiency.

Previously, in November 2024, the Department also issued a document instructing schools to manage students' use of phones in schools because it affects the quality and effectiveness of teaching and learning. Schools collect students' phones and receiving and broadcasting devices before the first period and return them after school and class.

Management of mobile devices is done on a class-by-class basis. In case, during the lesson, the teacher requires students to use mobile phones, they are allowed to bring them into the class to use.

Previously, the Ministry of Education and Training also instructed localities that students are not required to be equipped with mobile phones for learning purposes. Allowing students to use mobile phones in class is to support learning activities decided by teachers directly teaching the subject, however, the lecture must be designed so that all students are not required to have a phone.

The Department of Education and Training recommends that parents work with teachers to remind and manage students' use of cell phones to ensure proper purposes and regulations at school and in class.

Many parents agree with the plan to strictly manage students' phones to avoid distraction from studying. In the 2024-2025 school year, although the Hanoi Department of Education and Training has issued regulations to strengthen the management of students' phones, some schools still loosen the rules.

Ms. Nguyen Ngoc Thanh, whose child is in grade 6 at Yen Hoa Secondary School (Hanoi), said that there are days when students can still use their phones during class. The worrying thing is that when their phones are connected to the internet, students can access a lot of harmful information and spread it to each other.

"When my child came home from school, he told me that his friends showed him adult videos and invited him to play games, so even though his parents haven't bought him a phone yet, he's still familiar with a lot of information and many new games," said Ms. Thanh.

After a summer vacation, from August, some schools let students return to school to familiarize themselves with activities to prepare for the new school year. Teachers at schools have reminded parents to monitor students more closely about phone use because they show signs of not concentrating, secretly surfing social networks, texting, and playing video games in class.

Many parents complain that their children sleep in separate rooms, close the door, use their phones, play games until late, and are lethargic when they go to school in the morning. When their parents take away their phones, the children show resistance, increasing family tension.

In addition, for the new school year, the Hanoi Department of Education and Training also directed schools to publicize hotlines to receive and promptly handle information related to school security, safety and school violence. Provide information about the National Child Protection Hotline 111, which is available 24/7 and free of charge. Coordinate with parents to commit not to give motorbikes to children under the age of 18 and require 100% of students to wear helmets when riding motorbikes.
