Talking with reporters of Nguoi Lao Dong Newspaper about teachers' concerns about the English test, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that implementing Plan No. 1879/2025 of the Department of Education and Training of Ho Chi Minh City, the English proficiency test will be held in the near future (from April 23 to 29).
According to Mr. Minh, the core of the survey is to assess the current situation, not to test individual qualifications. This survey is conducted to assess the overall picture of the English proficiency of the teaching staff in the whole industry. The survey results are important and necessary input data for the City and the Department of Education and Training to have a realistic and scientific view of the current situation.

In addition, the survey is the foundation for developing a development plan. Specifically, the collected data will be the basis for developing the Project "Gradually bringing English to become the second language in schools", an important goal to improve the quality of education and international integration.
From the overall results, the Department of Education and Training will calculate, develop a plan and roadmap to train and support the improvement of foreign language skills for the team in an appropriate, effective and feasible manner, meeting the requirements of educational innovation according to Conclusion 91 of the Politburo.
The spokesperson of the Department of Education and Training emphasized that this is not an exam to evaluate or classify the capacity or expertise of each teacher. "The survey results will absolutely not be used for any other purposes such as competition assessment, salary consideration, discipline or other personal purposes. The results of each individual will be kept confidential. Only the teachers themselves and the support team of the Steering Committee for the project development, a specialized department assigned to synthesize and analyze data to serve the development of the general plan, will have access to it," Mr. Minh affirmed.
According to the Department of Education and Training, participating in the survey is also an opportunity for each teacher to objectively assess their current level of English proficiency through the survey. From there, teachers can proactively build a learning roadmap, improve themselves, better prepare for the trend of international integration in education, and open up new opportunities in professional work and teaching.
"This survey is of great significance to the overall development of the city's education and training sector in the new period. The Department hopes to receive serious participation from teachers so that the survey can achieve its set goals," Mr. Minh emphasized.
Previously, the Department of Education and Training had a plan to survey English proficiency, and planned to implement it with teachers at all levels, from primary to high school. According to statistics at the beginning of the school year, this number was more than 47,000 teachers.
Accordingly, all public teachers must take an online 90-minute English proficiency test, including listening, reading and writing skills according to the Common European Framework of Reference (CEFR), from A1 to C2. The department said the test was designed by the Cambridge University English Language Assessment Council, ensuring objectivity, science and high reliability.
The survey period is from April 23 to 29, divided into shifts by district.
