When will national highways be handed over to local management?

Road Management Area IV has worked with 19 departments of transport on the expected time to hand over national highways to localities.


On December 18, Road Management Area 4 and Project Management Board 8 (Vietnam Road Administration) summarized the work in 2024, deployed tasks in 2025 and important tasks, including preparing documents for national highways to decentralize management authority to localities.

Road Management Area IV regularly inspects traffic safety and order on national highways managed by the unit.

In 2024, the highlight in the management and maintenance work of Road Management Area 4 is National Highway 51. The 73.6km long route passing through the two localities of Dong Nai and Ba Ria - Vung Tau is seriously degraded.

Currently, traffic volume through this route is up to 60,500 vehicles/day and night (5-6 times higher than the original design).

The BOT National Highway 51 project has also stopped collecting tolls since January 2023, so the investor has stopped maintenance to ensure traffic safety.

Road Management Area 4 has carried out procedures and submitted to competent authorities to request funding to repair urgent damaged sections.

But in reality, this route has been exploited for a long time (10 - 12 years) and with an increasing number of vehicles, especially heavy trucks, the road surface and drainage system are often damaged...

Therefore, to ensure traffic safety, it is necessary to allocate more funds to continue repairing damage to National Highway 51.

In addition, the project also needs to soon complete procedures to establish ownership of public assets to facilitate management. In the long term, a plan to overhaul and upgrade the entire route is needed.

Based on the reality of National Highway 51, Road Management Area 4 also recommended that the Vietnam Road Administration proactively review the remaining BOT road projects and require investors to create an appendix to list assets to complete the dossier to establish public ownership.

This process should be done at least 6 months before the expected date of toll cessation.

QL51 is urgently repaired to ensure traffic safety while waiting for procedures to establish public ownership.

Mr. Nguyen Van Thanh - Director of Road Management Area 4 said that the unit is assigned to manage national highways and expressway projects spanning 22 southern provinces and cities from Ninh Thuan, Lam Dong to Ca Mau . The total length of managed routes is about 5,352km.

In particular, the unit directly manages regular maintenance on 31 national highways and some sections and expressways with a length of 3,074km.

At the same time, the unit is managing 14 BOT national highway projects in operation with a length of 456km, 3 BOT expressway projects with a length of 138km; managing 26 national highway sections authorized to 11 provincial and municipal Departments of Transport.

In addition to National Highway 51, other national highways are regularly maintained and repaired by Road Management Area 4 to ensure smooth traffic.

Implementing the new regulations of the 2024 Road Law, Road Management Area 4 has worked with 19 local Departments of Transport to prepare documents to decentralize national highways to local management.

When the Decree detailing the 2024 Road Law is issued, Road Management Area 4 will immediately implement the handover to the locality.
