The people of Tan Ky district are delighted that the State has invested in the 110kV power grid project, aiming to improve the quality of the national power grid. In just a short period of 2020, the project was basically completed, with the transformer substation area built on land belonging to Ky Tan commune, bordering Lat town.
However, even after many years, the project has yet to be put into operation, leaving the people of Tan Ky waiting year after year. Our observations show that although the infrastructure for the 110kV substation is in place, the substation itself has not been installed, even though the power lines have been connected from Do Luong district.
Mr. Vi Van Quang, Head of the Economic and Infrastructure Department of Tan Ky District, stated that the reason the 110kV Tan Ky power grid project has not yet been put into operation is due to ongoing land clearance issues at several locations in Do Luong District. Regarding this matter, the Provincial People's Committee has reached a conclusion after working with Do Luong District.
Previously, on March 7, 2024, the Provincial People's Committee issued Notice No. 169/TB by the Standing Vice Chairman of the Provincial People's Committee, Le Hong Vinh, summarizing the conclusions of a meeting with the Northern Power Corporation and its member units to discuss progress and solutions to overcome difficulties and obstacles, and accelerate the progress of 110kV power grid projects in the province; including the 110kV power grid project in Tan Ky district.
Based on the above conclusion, for pole number 17 of the Tan Ky 110kV power grid project, the People's Committee of Do Luong district will take the lead, coordinate with the investor and relevant units to agree on a plan, accelerate construction progress, and complete it before November 1, 2024.
For the section from pole 33 to pole 37, the People's Committee of Do Luong District is tasked with leading and coordinating with relevant units to study and adjust some pole positions, modify the design solution, and increase the clearance height to minimize the impact on the project of planting mahogany trees combined with experiential education and ecotourism in Van Son and Thinh Son communes, and other related projects. This should be completed before March 12, 2024.
For the sections from pole number 42 to pole number 44; and from pole number 76 to pole number 79, the Northern Power Corporation directs the relevant units to promptly complete the environmental impact assessment report and the land-use conversion dossier in accordance with regulations, and submit them to the Departments of Natural Resources and Environment; and Agriculture and Rural Development for appraisal, to be completed before March 13, 2024.
Following the decision to change the land use purpose of the forest, the People's Committees of Do Luong and Tan Ky districts promptly carried out the relevant procedures to hand over the land to the investor to accelerate the project's construction progress.
Speaking to reporters, Mr. Tran Van Hien, Vice Chairman of the People's Committee of Do Luong district, said that in order to carry out land clearance for the Tan Ky 110kV power grid project, the investors must first complete the conversion of forest land use. However, to date, the investors have not been able to do so, therefore the People's Committee of Do Luong district has no basis to proceed with land clearance.
In early 2019, the Ministry of Industry and Trade issued a decision approving the feasibility study report for the investment and construction of the Tan Ky 110kV power line and substation. Accordingly, the power line connects the Do Luong 220kV substation to the Tan Ky 110kV substation, spanning over 26km, with a total investment of nearly 200 billion VND. The project was essentially completed in 2020.
