From December 25, social networking services in Vietnam must authenticate active user accounts. It can be said that Decree No. 147/2024 was issued to strengthen the management of activities on social networks and protect the security and order of the online community. With this new regulation, personal accounts and social networking service providers will have to comply with stricter requirements, especially user identification.

One of the highlights of this Decree is the requirement for account identification, which means that each user on social networks must provide personal information to be able to identify themselves. This can increase transparency and responsibility when using social networks, because each statement and action on the network will be associated with a specific individual. At that time, users will have to consider carefully before sharing information or performing actions online, because they will be responsible for their actions just like in real life.

With this regulation, a protective "fence" is built to limit negative and harmful behaviors on the internet, in order to protect good and healthy values. At the same time, it also creates a safer social network environment, minimizing problems such as fake news. However, some people are also concerned that this regulation may cause problems with privacy and freedom of speech, because all behaviors on social networks can be monitored and supervised more closely.

According to the Ministry of Information and Communications, the total number of Vietnamese people using domestic social networks is about 110 million accounts, cross-border social networks is 203 million. Of which, the number of monthly Zalo users (as of June 30, 2024) is 76.5 million users. The number of Facebook users in Vietnam is 72 million, YouTube is 63 million and TikTok is 67 million users.

Increasing personal responsibility when using social networks is one of the important goals of the new regulations. This not only helps to reduce wrongdoings but also contributes to building a healthy and civilized online community.

"When people are aware of their roles and responsibilities, negative behaviors will decrease, and social networks will become a useful tool for communication, learning and development. It can be said that Decree 147 is a big step forward in the management and use of social networks in Vietnam."

The issue is that it is necessary to increase the responsibility of individuals when participating in cyberspace. When each social network account is identified, users will have to provide personal information, they will be responsible for all their statements and actions. This makes each person think carefully before posting information, sharing opinions or participating in discussions.

With the requirement to identify accounts, each user will be more responsible for sharing information. They will not only need to check the accuracy of the information, but also be careful before sharing information that is false or harmful to the reputation of others. This will help limit the spread of fake news and protect the truth on social networks.

It can be said that personal responsibility in protecting privacy and respect for others will be enhanced. Users will have to consider and be responsible for posting or sharing images and videos of others without their consent. Insulting, harassing, or cyberbullying behaviors will be limited, users must voluntarily comply with ethical rules in cyberspace.

Promoting personal responsibility also means encouraging users to engage in positive and constructive conversations and discussions. This not only helps to reduce unnecessary debates but also creates a healthier online space where people can learn and share ideas and opinions in a civilized manner.

Importantly, users must also comply with legal regulations when participating in social networks. When each individual is clearly aware of their responsibility to comply with the law, cyberspace will become safer and less likely to be exploited for malicious purposes.

In addition, individuals using social networks should also proactively censor the content they post, and proactively report violations or inappropriate behavior of others. Increasing personal responsibility when using social networks not only helps protect personal rights but also contributes to protecting community security, creating a safe and healthy online environment for all users. When people are aware of their roles and responsibilities, negative behaviors will decrease, and social networks will become a useful tool for communication, learning and self-development.

It can be said that Decree 147 is a big step forward in the management and use of social networks in Vietnam. Increasing the responsibility of individuals when using social networks is extremely necessary, to ensure a healthy, safe and responsible cyberspace.

According to Decree 147 on management, provision and use of the Internet and online information issued by the Government and effective from December 25, social network accounts must be authenticated by mobile phone number or personal identification number to be allowed to operate and post (write articles, comment, livestream, share information).

Specifically, within the next 90 days, foreign organizations, businesses, and individuals providing cross-border information to Vietnam and organizations and businesses providing domestic social networking services must authenticate using active accounts of social networking service users. Accounts must be authenticated using mobile phone numbers. In cases where users do not have a mobile phone number in Vietnam, accounts will be authenticated using personal identification numbers.

In particular, those who use social networking services to livestream for commercial purposes must authenticate their accounts with personal identification numbers in accordance with the law on electronic identification and authentication. Thus, users of social networking services in Vietnam today such as Facebook, Instagram, YouTube, TikTok, etc. must authenticate their accounts with their personal mobile phone numbers in order to write articles, comment, livestream, and share information. This is expected to prevent the spread of fake information as well as scams on social networks.
