On May 29, 1946, President Ho Chi Minh signed Decree No. 75/SL, establishing the Treasury Department under the Ministry of Finance , the predecessor of the State Treasury (KBNN) of Vietnam. On September 26, 2011, the Prime Minister signed Decision No. 1668, taking May 29 every year as the Traditional Day of the State Treasury sector. After 77 years of the Traditional Day of the State Treasury (May 29, 1946 - May 29, 2023), the staff of the State Treasury of all periods are proud of the contributions of the State Treasury sector to the development of the country. Throughout the process of construction and development, the Khanh Hoa State Treasury has always strived to overcome all difficulties and challenges to successfully complete the assigned political tasks.
In recent times, with the close direction of the Ministry of Finance, the State Treasury of Vietnam, the Provincial Party Committee, and the Provincial People's Committee, the State Treasury of Khanh Hoa has made rapid, comprehensive, and sustainable development steps. In 2022 and the first months of 2023, the State Treasury of Khanh Hoa continues to promote administrative procedure reform, limiting the use of cash in transactions with the State Treasury. Specifically: The State Treasury of Khanh Hoa has implemented the collection of traffic violation fines through the National Public Service Portal; expanded the coordination of collection and authorization of state budget collection with 11 joint stock commercial banks, contributing to quickly concentrating state budget revenue sources, supporting taxpayers; providing regular budget collection data information to competent authorities to serve the budget collection management at all levels. Up to now, the number of specialized collection accounts of the Khanh Hoa State Treasury system is 39 accounts. The unit has also synchronously deployed many positive solutions to contribute to promoting the disbursement of public investment capital; timely meet the spending needs of budget-using units while still ensuring strict management, in accordance with regulations and within the assigned budget estimates for state budget expenditures; strengthen strict control of regular expenditures.

Implementing the State Treasury Development Strategy to 2030, the deployment of online public services continues to be a key task of Khanh Hoa State Treasury. Currently, all documents of transaction units are performed via online public services, demonstrating the determination of Khanh Hoa State Treasury to reform administration. Up to now, 100% of transaction units (except for the security - defense sector) have performed online public services, with about 260,063 electronic payment documents/year via the Online Public Service system; 100% of administrative procedures are performed at level 4 and integrated on the National Public Service Portal. Through the online public service system, budget spending units can transact with the State Treasury 24/7 (including holidays) at any location with an Internet connection, helping to reduce travel time and reduce operating costs for units. The unit also publicly and transparently handles records and documents of state budget expenditures, contributing to the modernization of state budget expenditure control, which is a premise for implementing the electronic expenditure control process of the State Treasury.
To reduce administrative procedures, the State Treasury has upgraded and supplemented the Data Exchange Portal with electricity, water and telecommunication service providers to increase more utilities for budget spending units on the online public service system. Accordingly, from April 27, budget spending units access the Online Public Service Information Portal to register authorization files for Khanh Hoa State Treasury to pay for electricity, water and telecommunication services; and look up notifications from the State Treasury. Payments for electricity, water and telecommunication services will be automatically paid by Khanh Hoa State Treasury according to notifications from service providers, so budget spending units can reduce costs and save time by not having to send monthly payment requests. At the same time, service providers save costs and time in collecting money.
To make the celebration of the State Treasury's Traditional Day more meaningful, the functional departments and State Treasury of districts, towns and cities have launched an emulation movement to achieve achievements and successfully complete assigned political tasks. By May 22, the state budget revenue in the balance reached 6,322 billion VND, equal to 41% of the assigned estimate for 2023. Regarding state budget expenditure: The number of units transacting through the Khanh Hoa State Treasury was 1,688 units with 10,591 accounts, 24,420 documents arising on average per day. Accounting activity turnover reached 65,166 billion VND; non-cash payment turnover was 53,184 billion VND.
A bright spot in the activities of Khanh Hoa State Treasury is that the unit has strengthened its information and propaganda work. Khanh Hoa State Treasury has coordinated to promote information and propaganda about the results of all aspects of Khanh Hoa State Treasury's work on central and local press agencies, electronic information pages... In particular, the topic: "Solutions to improve the effectiveness of propaganda work of Khanh Hoa State Treasury" has been effectively promoted. In addition, Khanh Hoa State Treasury has actively responded and participated in activities to care for the lives of policy beneficiaries and meritorious people in the province with practical actions, especially contributing to the construction of the Gratitude Fund with the spirit of "When drinking water, remember its source".
Promoting the results achieved in the past time, in 2023 and the following years, Khanh Hoa State Treasury will continue to unite and make efforts to successfully complete assigned tasks, contributing with the State Treasury system to successfully implement the goals set out in the State Treasury Development Strategy to 2030.
